A permit for a new house in rural Redkey topped the list of building permits issued in November by Jay/Portland Building and Planning.
The department issued permits for projects valued at $479,700 during the month — including one for a $128,000 new home for Donny Stephen, 9486 W. 400 South, Redkey.
Other permits issued by the department included:

Treaty Line Road, Portland, barn, $25,000; Paul Brackman, 6572 E. 200 South, machine shop, $39,000; Al Confer, 9597 W. Division Road, Dunkirk, barn addition, $18,000; and Dennis Dwiggins, 803 Chicago Ave., roof change, $12,000.
Also, Aaron Lairson, 1451 N. U.S. 27, Portland, residential addition, $56,000; Dan Countryman, 533 W. Main St., Portland, covered porch, $10,000; Mike Blowers, 5901 N. 150 West, Bryant, enclosed porch, $4,100; John P. Valentine, 4263 W. 200 South, Portland, deck, $2,500; Mark Day, 1015 W. Water St., Portland, storage building, $3,000; Edward Wellman, 8250 E. 600 North, Bryant, storage building, $41,000; Wesley Moore, 627 S. Wayne St., Portland, porch, $300; Ernie Whitacre, 7758 E. The department also issued a business occupancy permit to Ryan M. Smitley, AMX Motorsports, 1015 N. Meridian St., Portland.

Plant closing
Two Randolph County plants are scheduled to close their doors March 31, putting about 65 people out of work.
Ross International Ltd., based in Washington, Pa., announced this week it will close two of its operations, Ross Sand Casting Industries, Winchester, and Union City Non-Ferrous Inc.
The closing date is still tentative and no WARN notice has yet been issued. Ross Sand Casting employs about 40 people, and Non-Ferrous employs about 25.

Forging agreement
Allegheny Technologies, parent company of Portland Forge, announced this week it has reached a long-term agreement with Goodrich Corp. to supply aerospace forgings used for landing gear components.
The agreement covers forgings sold to Goodrich’s Landing Gear facilities in the U.S., Canada, and Poland by ATI Ladish’s ZKM Forging operation in Stalowa Wola, Poland. That plant has become one of Europe’s largest suppliers of forgings.

Water use drops
POET, the world’s largest manufacturer of ethanol, has decreased its water consumption by 770 million gallons since 2009, putting it ahead of its goal to cut use by 1 billion gallons by 2015.
The company now has 18 plants using a Total Water Recovery system — including the POET Biorefining — Portland plant.

The company now uses approximately 2.6 gallons of water for each gallon of ethanol produced, down from 3.5 gallons for each gallon of ethanol.Joins hospice
Jennifer VanSkyock has been hired by State of the Heart Hospice as a social worker. VanSkyock will work in the Portland office. The firm also has locations in Greenville and Coldwater, Ohio.
VanSkyock and husband Andy are Portland residents.

Agreements OK’d
Members of the Wells County Council approved several agreements that could pave the way for a major wind power project in the county.
On Tuesday, the council approved a 10-year tax abatement for Wind Capital Group, along with road, drain use and decommissioning agreements with the company. Those agreements will outline the company’s responsibilities in repairing any county roads damaged through the construction of wind turbines, as well as outline steps to be taken if the company should quit operating the turbines.

Awarded contract
Dynamic Fuels LLC, a joint venture between Tyson Foods and Syntroleum Corp., has been awarded a contract to supply the U.S. Navy with 450,000 gallons of renewable fuels.
The agreement is the single largest purchase of biofuels in government history.
Tyson Foods is the parent company of Tyson Mexican Original, Portland.

New president
Franklin Electric Co., which will soon be moving its corporate and engineering operations from Bluffton to Allen County, has named a new president and chief operating officer.
Gregg Sengstack, who joined the company in 1988 and has served as president of the company’s fueling and international water group, will take the reins. Scott Trumbull continues as chairman and chief executive officer.[[In-content Ad]]
