Building permits for a $1 million project and two projects each topping $160,000 were issued in November by the Jay/Portland Building and Planning Department.
Red Gold Inc., 957 South 200 West, Orestes, which has a plant in Geneva, applied for a permit for a $1 million warehouse.
Charles R. Mace II, 3653 W. Juillerat Drive, Portland, and Jason and Ana I. Minnich, Lot 23 of Golf Brook Drive, Portland, applied for permits for homes. Mace would like to build a home with a garage for $170,000. The Minnichs want to build a home with a basement and a garage for $160,000.
Projects in November totaled $1,603,000.

State of the Heart Home Health and Hospice, in connection with area funeral homes, held holiday remembrance gatherings in Portland and Ohio on Sunday.
In Portland, about 100 people gathered at First Church of the Nazarene, 920 S. Shank St. Williamson-Spencer Funeral Home, Portland, and Brockman-Boeckman Funeral Home, Fort Recovery, participated in the event.
A service was held in memory of those who have died. A video of deceased loved ones was shown, and there was a candle-lighting ceremony. The same event was also held in Celina, Ohio Sunday evening.

CERTIFICATION
Ivy Tech State College will again be offering a ServSafe Food Service program through the John Jay Center for Learning.
Classes will be held on Monday, Dec. 6 and 13, and Wednesday, Dec. 8, from 4:30 to 8:30 p.m., at Jay County High School.
Beginning Jan. 1, 2005, all food serving establishments in Indiana must have a certified food handler to oversee all food safety operations.
The fee is $140 and covers 12 hours of instruction, a textbook and the certification exam.

UNIONIZING
Several Wal-Mart automotive service workers have taken the first step to unionize themselves.
The National Labor Relations Board planned to hold a hearing Thursday to consider the request. The 17 employees of the Wal-Mart Tire and Lube Express are arguing that they are separate from the store and eligible for independent union representation, The Wall Street Journal reported this week.
Efforts to unionize Wal-Mart stores in the United States so far have failed. In Canada this year, a Quebec store was certified as a union by a government agency. Wal-Mart has said it may have to close that store.
SALES SLUMP
Wal-Mart Stores Inc. didn’t make as much money as it expected to on the biggest shopping day of the year — Nov. 26.
Sales were sluggish, and the company quickly lowered it sales estimate for the month. Shares slid 4 percent Monday, then 2.1 percent Tuesday.
Wal-Mart executives credit offering less-agressive discounts and on fewer products as the reason for the loss, The Wall Street Journal reported this week.

Indiana Farm Bureau recently donated $1,869 to Second Harvest Food Bank of East Central Indiana.
Second Harvest supplies food and grocery products to 125 agencies in Jay, Randolph, Blackford, Delaware, Grant, Henry Madison and Wabash counties.

Marsh Supermarkets Inc. recently reported its financial results for the second quarter, which ended Oct. 9.
Total revenues were $524,892,000, and net income was $1,304,000.

Swiss Village Retirement Community in Berne recently hired two new directors.
David McIntire will be the director of resident services and development. He will be responsible for overseeing operational issues related to resident services, marketing and fund development.
From 1988 to 1994, he was director of fiscal services at Adams County Memorial Hospital in Decatur.
He and his wife Jo have two children and four grandchildren.
Nikki Fingerle was chosen as the director of marketing. She will be working on the organizational marketing aspects of the company.
Fingerle has worked in non-profit marketing since 2000.
