Support staff memo OK'd (6/24/03)
School board approves terms of non-certified employees
The Jay School Board approved the memorandum of understanding for Jay Schools’ support staff and renewed workers compensation insurance with FCCI Insurance at its meeting Monday evening.
The memorandum is not an employee contract, but only a document to state the benefits during employment for non-certified, or “at-will” employees. The board must approve the memorandum before each school year.
It passed by a 5-2 vote, with board president Ted Champ and Jay Halstead opposed. Halstead cited the corporation’s increased contribution to health insurance as his reasoning for the nay vote.
Under the new agreement, the corporation will contribute $5,390 for single plan A, up from a $5,240 contribution last year. And under family plan A, the district will now contribute $10,129, opposed to a $9,979 contribution under last year’s understanding. Support staff also will receive a 25-cent raise in hourly pay.
In a unanimous decision, the board voted to renew its workman’s compensation insurance with FCCI Insurance of Kokomo. The corporation will pay an annual premium of $65,776, which according to Jay Schools business manager Brad DeRome, is roughly $10,000 less than the corporation paid last year. The reduced premium resulted from the low number of claims the corporation had last year. The premium will be paid in quarterly payments.
In other action Monday, the board:
•Unanimously approved the retirements/resignations requests for: Joann Witherspoon and Nancy Saxman, retirements, bus drivers, Jay School Corporation; Deb Miller, resignation, science teacher, Jay County High School; JoAnne Werling, resignation, teacher, Jay School Corporation; Hailey Rosa, resignation, Title I Instructional Assistant, Judge Haynes Elementary School.
•Approved a maternity leave request for Tammy Lyons, teacher, Redkey Elementary School, effective the first semester of the 2003-2004 school year.
•Voted to approve the athletic resignations of: Kelley Rees, JCHS assistant girls’ golf coach; Andrea Oswalt, JCHS assistant girls’ swim coach; Chris Krieg, JCHS varsity boys’ golf coach; Deb Miller, JCHS varsity girls’ tennis coach and JCHS Earth Watch Club; Bonita Frazee, Bloomfield Elementary School, yearbook sponsor; Judy Knapke, General Shanks Elementary School, student council sponsor; Abby Tipton, West Jay Middle School, seventh grade volleyball coach; Shane Hill, JCHS, varsity boys track coach; Tim Millespaugh, JCHS, assistant wrestling coach; Bethany Johnson, Westlawn Elementary School, cheerleading sponsor.
•Approved the hiring of: Butch Gray, JCHS, varsity boys’ golf coach; Doug Tipton, JCHS, varsity girls’ golf coach; Angela Ingram, food service manager, East Jay Middle School; Julie Carlin, JCHS, student council advisor; Charity Leist, WJMS, cheerleading sponsor; and James Cox, EJMS, custodian.
•Accepted the 2003-2004 Administrative Guidelines and Handbook with a 6-1 vote. Champ was opposed.
•Unanimously approved the field trip request for the JCHS journalism class, Washington, D.C., Nov. 19-23.
•Granted the school corporation bus request for: Jay County 4-H Clubs, Higher Ground Camp, West Harrison, retroactive to June 9-11; Jay County 4-H Club, award trip, Angola, Fun Spot Amusement Park, June 28; Jay County Community Center, camp at Huntington YMCA, Huntington; Jay County Girl Scout Troop 820, award trip, Sandusky, Ohio, Cedar Point Amusement Park.
•Approved the second reading of board policies on relations and programs. The section on relations had some wording changed in regards to fund-raising events like the selling of raffle tickets.
•Voted unanimously to approve the first reading of board policies on professional staff and support staff. There was a change in section 4434, in regards to which support staff employees receive paid holidays.
•Unanimously approved the JCHS textbook rentals for the 2003-2004 school year.
•Granted DeRome permission to transfer appropriations. This transfer is from the capital projects fund into the general fund so the corporation can obtain the proper amount of remediation money offered by the state of Indiana.
