NO RECYCLING
The curbside collection of recyclables in Portland for today has been canceled due to Waste Management staffing problems, Portland Street Department superintendent Jeff Harker said this morning.
Recycling materials normally picked up today will instead be picked up on Wednesday, along with the normal Wednesday route, Harker said.
COUNTY ACCIDENT
A pick-up truck driven by a rural Ridgeville man and a county dump truck/snow plow driven by a rural Portland man collided in Jefferson Township on Monday at 8:48 a.m.
William H. Lawrence, 53, 3268 East 500 South, Portland, told Jay County police he was plowing snow southbound in the northbound lane of county road 450 West, near the intersection of county road 800 South.
Lawrence said that he slowed when he saw a northbound truck driven by Donald H. Caylor, 67, 4831 West 1000 North, Ridgeville.
When Caylor attempted to pass the plow by pulling to the west side of the road (southbound lane), his vehicle collided with the front of the plow.
Damage to Caylor’s 1996 Ford F350 and the 1997 Ford dump truck, registered to Jay County Commissioners, 120 W. Main St., Portland, was estimated between $1,000 and $2,500.
WETLAND CONVERSION
The Jay County Farm Service Agency is reminding all producers who receive USDA benefits and land owners whose farms are earning USDA benefits but are being rented to someone else they are responsible for having a wetland determination completed on their farms before any clearing, leveling or draining occurs on any acreage of the farm.
The possibility of a violation occurs if ground is made ready to farm and the steps are not taken for the determination. Acreage may not be farmed even if the county has cleaned a ditch bank on the property.
The area may have to be reseeded to a grass cover and left idle.
USDA benefits may be lost or be repaid with interest on those already received.
Anyone who wishes to receive USDA benefits who plans to “square up” a wooded area; clear “trash” ground; place tile through a wooded area; put new tile in a field; or make any acreage possible to be farmed that has not previously been farmed needs to get the wetland determination beforehand.

GRANT WORKSHOP
The U.S. Fire Administration is sponsoring free workshops for local firefighters on the Fiscal Year 2004 Assistance to Firefighters Grant Program.
One of the workshops will be held in Muncie on Tuesday, Feb. 24, at 7 p.m. at Muncie City Hall, 300 N. High St., Muncie.
Information will be presented on the program and on the application process. General assistance in the writing of a competitive narrative for a department’s grant application also will be discussed. Each workshop lasts approximately two hours.
