FORT RECOVERY— A short agenda made for a short meeting.

Fort Recovery Village Council members received project updates from village administrator Randy Diller at the Monday meeting, during which he discussed road construction, zoning ordinance updates, Monument Park lighting and implementation of a Geographical Information System (GIS).

Diller announced the Broadway Street project construction began Monday afternoon. Bidding will be advertised Wednesday for the Elm Street reconstruction project, and village administration will open bids Aug. 13.

Broadway and Elm streets are being rebuilt for truck traffic. Reconstruction includes new asphalt, stormwater catch basins, sidewalks, street lights and curbs. Both streets will also be widened, along with the connecting turn. The goal is that the project will allow Ohio 49 to be rerouted using the upgraded Broadway and Elm streets instead of jogging through the downtown area.

Mercer County has completed chipping and sealing Flaler and Sharpsburg roads, he added. The county will also be adding fog seal and center line striping to both roads this month or early September. Council members discussed the possibility of patching a hole on St. Claire Street.

The village zoning ordinance hasn’t been updated in about 11 years. Diller is currently looking through the document to update or reword different sections for better understanding. He will set up a meting with the planning commission to discuss the amendments when it’s completed.

Diller is also working with Ohio History Connection and architecture and engineering firm Garmann/Miller of Minster to make the final design for the new Monument Park lighting.

Diller, along with former village council member Ken Romer, created the monument park committee and raised about $15,000 for the park lights. The local historical society will cover monument lighting costs.

The GIS, which is a satellite map for utilities, will likely be completed in a few weeks. When finished, Diller noted, utility workers should be able to find on the system any utility underground within one centimeter of its exact location.

Council is waiting to receive a joint resolution from all parties involved regarding the creation of the new Southern Mercer County Joint Ambulance District. It has already chosen Mayor Dave Kaup to represent Fort Recovery on the district’s board.

About $3,000 of the $39,000 Fort Recovery received through the federal CARES Act has been allotted toward COVID-19 related expenses. Diller said he is hoping to widen the usage of the funds.

In other business, council members Al Post, Greg Schmitz, Scott Pearson, Erik Fiely, Luke Knapke and Cliff Wendel voted to accept a resignation from part-time police officer Bill Westgerdes. He has been working part-time for about four years after retiring from the Mercer County Sheriff’s Office, and now, Diller said, he is retiring for good.
