A temporary agreement has been reached for the school resource officer.

Jay County Commissioners signed a temporary memorandum of understanding Monday with Jay School Corporation for the position through Oct. 1.

It will serve as a one-time extension, allowing the school corporation and commissioners more time to negotiate details of a potential contract extension. 

The current contract has been in place for about two years. It calls for the school resource officer to be on a Jay Schools campus from 7:30 a.m. to 3:30 p.m. on days in which classes are in session. The officer worked as a county sheriff’s deputy when he is not on duty with the school corporation. The school corporation and county split the salary on a 75/25 basis.

The only change from a previous agreement is the officer’s pay, which was adjusted because it had not been changed in years, county auditor Anna Culy noted.

Also Monday, Culy mentioned changes at the state level now require counties to report any cybersecurity breaches to the Indiana Office of Technology within 48 hours of discovery. She said she could create a memo to send out to county officials and present it to commissioners at the next meeting, and she asked if the auditor could be the one to take in local reports and submit them to the state office.  Commissioners appointed Culy as the primary point to report viruses and other related cybersecurity issues.

The building and its roof have been constructed, he noted. A special type of paint –– it can be applied to masonry and is mold and mildew resistant, something he said was “hard to come by” –– was also applied to the interior walls. Fixtures are in the process of being installed.

The old restroom, which sits to the west of the new structure, will be cleared out and used as a workshop in the winter, he added.

Highway department superintendent Donnie Corn requested the county contribute $40,000 toward installing fiber optic internet to the highway barn and surveyor’s lot at the intersection of county roads 100 East and 200 North. Commissioners agreed to take the request into consideration during their joint meeting at 6:30 p.m. Thursday with Jay County Council regarding usage of the American Rescue Plan funds.

Corn noted about 104.25 miles of county roads were chipped and sealed this season, with about 7 miles converted from stone to chip and seal. Corn also mentioned his department will be soon be installing new flashing stop signs on county road 250 West at its intersection with county road 400 South. (Commissioners signed an ordinance in June to make the intersection a four-way stop.)

Commissioners also agreed to review the rules set for weddings at Jay County Courthouse. Courthouse superintendent Bruce Sutton mentioned a couple had requested using the building for its ceremony in January.

In other news, commissioners Chad Aker, Brian McGalliard and Rex Journay:

•Signed two engagement letters in order to retain Richard Hall of law firm Barnes & Thornburg as counsel on the Rose Gold Solar and Sun Chief Solar projects.

•OK’d the following: Sheriff Dwane Ford to pursue a $41,000 grant for 14 new body cameras for full-time officers; and a purchase of $6,464.70 requested by Sutton for regular courthouse maintenance. 

•Tabled a decision on whether or not to recognize Juneteenth (June 19) as a holiday. (The county already recognizes 12 holidays each year and 14 holidays on election years.) Juneteenth became a federal holiday commemorating the emancipation of African-American slaves earlier this year.

•Appointed Jay Emergency Medical Service director John McFarland as the administrator for JEMS with Dun & Bradstreet, a data and analytics company.

•Accepted Pamela Robbins’ letter of resignation from Dunkirk Library Board and appointed Jan McGalliard, with Brian McGalliard abstaining, to the seat.

•Accepted a $1,500 donation from IOM Grain for sheriff’s equipment purchases.
