Portland City Council special meeting for public comment on proposed condominium development is quiet
A special meeting was held Thursday to hear comments from the public about a proposed condominium project.
There were none.
Portland City Council heard a brief description of the proposed CB Development project from attorney Josh Atkinson and then adjourned after no one from the handful of members of the public in attendance chose to comment.
CB Development, owned by Glen Coblentz of Geneva, is asking that about 10 acres of the former Beacon Heights Drive-in property be rezoned to planned development residential from the current agricultural residential. It plans to put in a 35-unit condominium development off of county road 75 South near Jay County Junior-Senior High School. The single-story, 1,500-square-foot homes would have three bedrooms and two bathrooms, with an attached garage. A pond is planned for the center of the property for drainage and retention.
The development’s “common ground” would be owned jointly by the members of the condominium association, which would handle mowing, snow removal, trash pick-up, etc. Plans call for hooking up to Portland’s sewer system, and each home would have an individual well for water.
The project would begin with the construction of six to eight homes on the west side of the property, with building to continue in four-to-eight-home increments as they sell.
CB Development initially presented its proposal to Portland Plan Commission in June. Plan commission then approved the company’s preliminary plans 7-0 at its Aug. 5 meeting.
City council will vote on the preliminary plans and the rezoning request at its regular meeting Tuesday. CB Development will then put together final engineered plans, which will return to plan commission for approval.
The company also plans to construct storage units on about 4 acres at the intersection of Indiana 67 and county road 75 South. Rezoning is not required for that project.
