Next year’s budget moved forward without question.

Jay County Council approved the 2022 budget of $20.18 million on first reading Wednesday with no public comment. It will vote again next month to finalize it.

Council also approved a memorandum of understanding with Jay School Corporation regrading the school resource officer, subject to Jay County Commissioners’ approval later this month.

The upcoming year’s budget of $20,180,008, increased 5.4% (slightly more than $1 million) from the current year. It includes $9.44 million in the general fund, up this year’s general fund total of $8.66 million.

Other major fund totals include $4.54 million for the highway department –– it includes money from the state for the Local Motor Vehicle Highway fund –– $2.69 million for commissioners, $2.52 million for Jay Emergency Medical Service, $1.44 million for Jay County Jail and $1.07 million for Jay County Sheriff’s Office.

Next year’s budget increase is largely attributed to the county employee wages going up. (Council approved giving raises varying between 2% to 6% depending on the classification July 21.) It also includes $195,000 for a new highway department dump truck approved by council and commissioners earlier this year and small increases across the board for equipment (such as computer maintenance), supplies and other items. County auditor Anna Culy noted it has been a few years since the county has increased those figures.

Council passed the budget on its first reading unanimously. It then opened the floor for public comment. Only three county officials –– highway department supervisor Donnie Corn, assessor Robin Alberson and commissioner Chad Aker –– sat in the crowd.

“Thank you for the raises this year,” Corn said.

Also Wednesday, council approved a memorandum of understanding with Jay Schools regarding school resource officer Cody Jessee’s position. (Last week council approved an updated job description for Jessee.) As stated in the agreement, Jay Schools will cover all costs incurred by and for the new “therapy dog” meant for tracking and searching purposes such as sniffing out gun powder. Liability for the canine –– he’s a young black labrador named Jack –– also falls on the schools.

Council will meet Oct. 13 for a second reading and adoption of the 2022 budget. It will follow with its regular monthly meeting.
