A Portland man accused of committing rape has pleaded to a lesser charge. Life T. Farley, 20, 118 W. 2nd St., pleaded guilty Friday in Jay Circuit Court to criminal confinement with moderate bodily injury, a Level 4 felony. The charge was reduced from a Level 3 felony for criminal confinement resulting in serious bodily injury.

Man sentenced to life behind bars for molesting his child
Zachary T. Harper, 29, learned his fate during a hearing Tuesday in Jay Circuit Court. He was found guilty by trial in September of three Level 1 felony counts of child molestation, along with being a habitual offender. Harper was sentenced Tuesday to three consecutive 45-year sentences with a 15-year enhancement.

Jay County Commissioners approved amendments to the county’s capital improvement plan on Monday.It includes plan objectives, descriptions of capital projects and specifies that the cost of projects on the list accounts for “at least 75% of the fractional amount of revenue allocated for economic development purposes,” according to the ordinance.
