Sheriff plans to put devices into use at the start of 2025
Jay County Commissioners approved a $264,626 agreement Monday with Motorola for new body and vehicle cameras at Jay County Sheriff’s Office and Jay County Jail. The cameras will be purchased using American Rescue Plan Act dollars, a decision approved last week by commissioners and Jay County Council.

Joel R. Bowers, 37, 116 S. Middle St., Portland, is accused of masturbating in front of a class of eighth grade students on April 9. Bowers was arrested Tuesday and charged in Jay Superior Court with performance before a minor that is harmful to minors and dissemination of matter harmful to minors, both Level 6 felonies. He was released from Jay County Jail on a $3,000 bond.

Jay County Commissioners agreed to commit $1.3 million toward developing infrastructure for housing on the county-owned 68 acres on the north side of Votaw Street (Indiana 67) in Portland. Their decision is subject to receiving grant dollars from Regional Economic Acceleration and Development Initiative (READI) 2.0, the state initiative offering funding for capital projects.

Life T. Farley, 20, 118 W. 2nd St., has been charged in Jay Circuit Court with a Level 1 felony for rape when compelled by force or imminent threat of force resulting in serious bodily injury, a Level 3 felony for criminal confinement resulting in serious bodily injury, a Level 5 felony for domestic battery resulting in serious bodily injury and a Level 6 felony for domestic battery committed in the presence of a child younger than 16 years old.
