Airport sewer bids opened (08/17/07)

A project grounded since the death of a local pilot is on track to take flight.
Members of a local board opened bids Thursday to extend city sewer service to Portland Municipal Airport.
The city received 12 bids. The lowest bid came in at $93,930, and the highest came in at $169,600.
A city official said after Thursday's board of works meeting that the project has been stalled since the death of Greg Moser in 2003. Bob Brelsford, superintendent of the Portland Wastewater Treatment Plant, said Moser, a pilot, pushed for the line to be extended so sewer service would be available in the hangers at the airport.
Moser, his wife Marianne, and Jeff and Eileen Bickel, were killed in a plane crash May 16, 2003, near Allendale, S.C.
"After (Moser) died, the project was dropped," Brelsford said.
The gravity sewer line currently ends along county road 100 North, about one-eighth of a mile west of U.S. 27.
The line will be extended 2,800 feet to the west along the south side of county road 100 North, he said.
A home on the north side of the county road will be able to connect to the 10-inch sewer extension line. Several homes in a woods on the north side of 100 North just west of a factory at the intersection of U.S. 27 and 100 North already have city sewer service.
The project is expected to take about 70 days to complete. It must be finished by Nov. 1 because that's when the project permit will expire.
The apparent low bid was submitted by Watson Excavating, Redkey, and the highest came from 3D Company Inc., Muncie.
Here's the list of other bids opened by the board: R. Davis and Sons, Portland, $99,707.41; Fleming Excavating, Decatur, $113,450.81; Limestone Products Inc., Portland, $115,800; Yardberry Land Services, Anderson, $124,335; Dirt Works and Asphalt Inc., Parker City, $124,745; Dave's Excavating Inc., Marion, $127,500; Keith Sullivan Excavating, Marion, $127,575; York Construction, Muncie, $137,000; Crosby Excavating, Fort Wayne, $138,942.70; and LICA Construction, Berne, $145,745.91.
Board members took the bids under advisement until the engineer hired for the project, Gene Amlin, Portland, can review them. The board is set to select a bid at the next board of works meeting, which is Aug. 23 at 4 p.m.
