Architect hired to design jail (02/19/08)

An architectural firm was hired today to develop schematics for an expansion of the Jay County Jail, and a financial study was set in motion to determine what sort of project the county can afford.
Schenkel Schultz Architecture, Fort Wayne, will be paid $40,000 for the work on schematic drawings, while Financial Solutions Group Inc., Fishers, will be paid $22,000 to $26,000 for a comprehensive financial analysis.
Both moves won support last week from the Jay County Council.
Over the next 30 to 60 days, Greg Guerrettaz of FSG will work on the financial analysis.
Meanwhile, Jeff Badders of Schenkel Schultz will have engineers begin taking a look at mechanical and utility issues at the jail.
Badders will also schedule tours of other recently constructed jails so that county officials can build a better understanding of issues involved.
Clay County's jail in Brazil is a likely candidate for such a tour, and commissioners' attorney Bill Hinkle urged that more than one jail be visited. Hinkle was involved in the construction of the current jail in 1984 and said a number of other facilities were toured at that time.
Though noting that architectural work can only go so far until the financial analysis is complete, commissioner Gary Theurer added, "We've got to start getting our ducks in order."
Commissioner Milo Miller Jr. noted there are a number of questions that can be worked on in advance, such as locating utility lines and approaching the city about vacating the alley north of the current jail. Miller also said it makes sense to start thinking about demolition of the former Maitlen Motors building to make way for any jail expansion.
"The building's going to have to come down anyway," said Miller. The roof is leaking, and rental income from the property is small enough that repairs cannot be justified.
In other business, commissioners:
•Approved hiring Architects America, Farmland, to do design work on an addition to the courthouse annex on West Arch Street at a cost of $3,300.
•Approved an agreement with Waggoner, Irwin, Scheele and Associates, Muncie, as human resources consultants for county government.
•Learned Jane Spencer had been re-appointed Jay County historian by the Indiana Historical Society and the Indiana Historical Bureau.[[In-content Ad]]
