Assessor not pleased with contract pick (12/18/06)

Despite objections by Jay County Assessor Anita Mills, Jay County Commissioners today approved a bid from an Ohio company to help with the county's trending assessment services.

Appraisal Research, Findlay, Ohio, was the firm selected by the commissioners.

Mills said that she had worked with AdValoren Solutions last year and was pleased with its appraisal services, but according to state law, the lowest bid for services must be accepted.

Commissioners Milo Miller Jr., Gary Theurer, and Faron Parr awarded the contract to Appraisal Research for $27,806. AdValoren's bid was $30,600.

Commissioners' attorney Brad Burkett advised them that reasons would have to be listed in writing as to why the lowest bid was not accepted.

"I don't see any reason not to accept the lowest bid," Miller told Mills. "I know it's not what you want, but it is the lowest."

Mills was visibly upset with the decision, saying that AdValorem was cooperative in all areas of the reassessment process.

Additionally today commissioners signed a four-year contract with incoming sheriff Ray Newton.

It marks the first time ever that the county has had a salary contract with that position.

Newton will be paid $79,000 in 2007.

Jay County Council members had also signed the contract during their meeting Wednesday night and the commissioners' signature was the last step in making a salary contract official.

Also today, commissioners heard Paul Pinkerton, president of the Jay County Cemetery Commission, explain a situation in Bearcreek Township.

Pinkerton said plans called for refurbishing the Burris Cemetery on the Adams-Jay County Line, just west of Ind. 67, but that the cemetery is on land owned by Christian Burkholder.

Pinkerton said he has met several times with Burkholder about the situation.

He explained an easement to the nearly one-acre cemetery has been vacated for several years and the only access to the site is through Burkholder's private drive.

Commissioners said it is Burkholder's responsibility to get the cemetery out of his name and deed it to the county.

"To get it off his tax rolls he needs to re-do the deed," Miller advised Pinkerton.

As part of the agreement, an easement providing access to the cemetery would have to be granted.

Commissioners also heard Ryan Stanley, account executive with PhoeNX Technologies, explain how his company could be reached at any time of day to assist with technology problems the county may encounter.

Commissioners last week entered a one-year contract with PhoeNX for technology support for the county's computer system.

"We're ready to go the first of the year," Stanley told commissioner. "Our goal is to take care of as many issues remotely as we can before we get here."[[In-content Ad]]
