Zoning board decides against paying overtime

The Jay County/Portland Building and Planning Board found a way Thursday morning to extend the business hours of the building and planning office and avoid having to pay the administrative assistant overtime.
The solution the board came up with is to give building and planning department administrative assistant Gayle Davenport compensatory time off, instead of paying her time and a half.
The office hours will be extended in 2006 to 8 a.m. to 5 p.m., requiring Davenport to work 40 hours per week.
Since the office moved to the Community Resource Center from the Jay County Courthouse in April, it has maintained its 8:30 a.m. to 4:30 p.m. office hours.
The other employees in the resource center work 8 a.m. to 5 p.m. Board president Bob McCreery said this morning the board members decided to change the building and planning office hours to conform with the offices in the rest of the building.
Davenport, who has been with the building and planning department since 2000, currently works between 35 and 40 hours per week. She is responsible for covering meetings after office hours and recording the minutes. The five boards she covers only meet when there is business to conduct.
Those boards include the Portland and Jay County Boards of Zoning Appeals, the Portland and Jay County Planning Commissions and the joint building and planning board.
Beginning next year, she will only be allowed to work up to 40 hours per week. Davenport will have to take time off to compensate for the extra hours she will work to cover meetings.
At the June 28 building and planning board meeting, the board members discussed the possibility of paying Davenport time and a half for overtime. She currently makes $10.07 per hour.
Jay/Portland Building and Planning administrator Bill Milligan said the board chose instead to allow her to take comp time because it would be less expensive.
Milligan said because Davenport will need to take some time off during the weeks she has meetings, the office may have to be closed periodically. Milligan is frequently gone during the afternoons to do inspections for building permits.
“There will be times when the office might be closed, but we’ll keep it to a minimum,” he said.[[In-content Ad]]
