Bailey will be busy with grants (1/7/03)
Developer working on long list of projects
The year ahead promises to be a busy one for a local official who has become the go-to guy for grant applications in Jay County.
Wayne Bailey, who is community developer under the umbrella of Jay County Development Corporation, gave board members a projected schedule of grants for local projects that he will be working on during the coming 14 months.
The majority of requests will be for Community Focus Fund grants, which are administered by the Indiana Department of Commerce.
Projects include a downtown streetscape project and a request for help to purchase a fire tanker truck in Pennville; storm water projects in Bryant and Portland; a wastewater project in Redkey; remodeling of a former school in Salamonia for use as a community center; and a sewer project in Portland.
Proposals and environmental studies will be completed for three of the projects in July, with grant applications due in September for the Portland sewer, Salamonia school and Redkey wastewater projects.
Bailey was recently informed by department of commerce officials that he may use 2001 property assessment figures in applications for grants. Bailey and the JCDC board sent a letter to DOC last month, making their case that it was unfair to use new assessment numbers because Jay County was among the first 25 counties to complete reassessment.
Because many other counties have not completed the conversion to market value assessment, Jay County’s values would be artificially high, Bailey contended.
A proposal for a CFF grant for a tanker truck for the Pennville Fire Department must be completed by Jan. 30, Bailey said.
Also Monday, members of the JCDC board heard executive director Robert Quadrozzi report that representatives of a local industry will be visiting the spec building in the Portland Industrial Park on Thursday.
The company, which does not wish its name to be disclosed at this time, is considering an expansion project in the spec building, a 50,000-square facility located east of Moser Engineering on the north side of county road 100 North.
Quadrozzi also said Monday that plans are currently being formed for an expansion of the Dunkirk Industrial Park, which is located on the east side of town off county road 450 South. Plans could call for a new access road to be built out to county road 400 South, he said.
In other business, board members:
•Learned that a committee has been formed in Redkey to consider construction of a small-scale spec building in the industrial park, which is located on the west side of town on the east side of Ind. 67.
•Were reminded by board member Vicki Tague, the executive director of the Portland Area Chamber of Commerce, that the chamber’s annual meeting is set for Saturday, Jan. 24 at Arts Place in Portland.[[In-content Ad]]
