Base smoking banned

Although the department is not under their jurisdiction, the Jay County Commissioners agreed this morning that Dunkirk firefighters shall not smoke in the combined fire and emergency medical station in Dunkirk.

Community developer Ami Huffman told the commissioners this morning that a Dunkirk firefighter has been smoking inside the Dunkirk Fire Department half of the combined station and wanted to check with the commissioners on whether it should be allowed.

The building, although shared by Jay County EMS and the Dunkirk Fire Department, was built by and is currently owned by the county.

"It's our building," commissioner Milo Miller Jr. said. "Our code says no smoking in county buildings."

"That's our policy," agreed commissioner Faron Parr.

Huffman said the state regulates smoking in some public buildings and cited a portion of the Indiana code, which included fire stations in the listing of public buildings that are no smoking.

"It's somewhat cut and dry," she said after reading the code.

"I'd say so," added commissioner Jim Zimmerman.

Miller said that someone will contact Dunkirk city councilman Craig Faulkner, who is the appointed representative for the fire department, to inform him of the situation.

In other business this morning, the commissioners:

•Were informed by Jay County surveyor Brad Daniels that he would like to combine some of the smaller watersheds along the Salamonie River into larger ones.

Daniels said some of the watersheds may only contain one tile and since costs for repairs have increased, those watersheds go deep into debt whenever work is done since the annual assessments are so small.

Attorney Bill Hinkle told Daniels to write up a listing of which watersheds he would like to combine and that counsel will do some research on the process.

•Met Scott Minnich of DLZ Indiana LLC. Minnich said DLZ had issued a bid for annual bridge inspection work and wanted to introduce himself to the commissioners. Minnich, a Jay County High School graduate with family in the county, said he personally would be in charge of inspections in Jay County if his firm is selected.
