Bids opened for sewer line (12/05/2008)

More progress on a large park project in Portland may soon be seen.

Bids have been opened to run a sewer line into Hudson Family Park, located on the city's southeast side. Work on the project is expected to begin as soon as a construction company is hired.

Portland Board of Works members opened nine bids for the sewer work on Thursday morning. The cost estimates range from $27,000 to $65,000. Board members expect to select a bid during a Dec. 11 meeting, after a city official and a city engineer have reviewed the cost estimates.

The company chosen for the project is expected to begin the work immediately. The line will begin along the south side of the Salamonie River and run south through the park to where the trailhead/restroom facilities are expected to be located. The line will be about 520 feet long, Portland Wastewater Treatment Plant superintendent Bob Brelsford said after the Thursday morning meeting.

Work on the river path project, which is a pedestrian path to the trailhead in Hudson Family Park, has not yet begun because of winter weather. Work on the trailhead and restroom facility also has not yet begun, a city official said Thursday afternoon.

The lowest bid opened Thursday came from RCM Excavating, Gaston. The company's cost estimate was $24,922.02. Also submitting bids were LPI Paving, Portland, $26,950; Fleming Excavating, Decatur, $30,675; Yardberry Landscape Excavating, Anderson, $31,900; LICA, Berne, $33,159; Dirt Works and Asphalt Paving, Parker City, $34,329; JG Case Construction, Muncie, $44,731; Keith Sullivan Excavating, Marion, $47,480; A. Landon Excavating, Portland, $65,000.

Also Thursday, board members:

•Approved two change orders for the Boundary Pike/Wayne Street project.

The price of the project increased because of unforeseen, but necessary, water line size changes, a supervisor for the project told board members. One change order is for $9,994 and the other is for $1,124. The city only has to pay 20 percent of the cost because the project is largely being funded by the Indiana Department of Transportation.

•Voted to hire H.J. Umbaugh and Associates, Plymouth, to study the city's water and sewage rates at a total cost of $14,000.

Bruce Hosier, mayor of Portland, said he wants to have the rates studied every three or four years to make sure the city remains financially stable.

He added that the project doesn't necessarily mean water or sewer rates in the city will increase. "I would say to the general public, 'Don't push the panic button,'" Hosier said.

•Opened bids for gasoline and diesel fuel, and materials for streets and alleys for 2009.

The city received bids from Berne Ready Mix, Berne; LICA Construction, Berne; Ernst Concrete, Richmond; AgBest, Muncie; G & G Oil, Muncie; and Murphy Oil USA, Portland. All bids were accepted.[[In-content Ad]]
