Seats to be chosen in November

Votes for the Jay School Board will now be cast in November.

The board unanimously approved a resolution Monday to elect board members at the general election in November, instead of in May. The newly elected members will take office on Jan. 1, six months after the current date of July 1.

The purpose of this change is to not throw new board members taking office July 1 into a complex budget process and because of low voter turnout at the May elections, according to discussion at Monday’s meeting.

New board member Greg Wellman asked if there are big issues new board members will face coming in during the middle of the school year.

“I wanted to check ... to make sure that we are not getting rid of one problem and creating another,” Wellman said.

Jay Schools superintendent Barbara Downing said the board is not faced with any major hiring or budget decisions during that time.

The resolution also requires Indiana Department of Education approval after a 120-day waiting period for public comment.

Also Monday, the board received the 2005 Capital Projects Plan totaling $3,275,000 from Jay Schools business manager Brad DeRome.

This amount could increase about $200,000 depending on the corporation’s final assessed valuation of property values, according to information provided by DeRome. The final numbers should be available in October or November this year.

This plan includes construction and improvement projects, emergency allocations, funds for new technology equipment, staff services, teachers’ retirement fund, salaries, staff development, utilities and insurance planned for 2005 at Jay County High School, both East and West Jay middle schools, all seven elementary schools, the bus and maintenance garage and the administration building.

From the plan, board members discussed the current disrepair of the track, the seats in the auditorium and the swimming pool at JCHS.

According to the plan, the new auditorium seats will cost an estimated $140,000. This project is slated to be funded in 2005.

Resurfacing the track and updating the electrical and plumbing at the swimming pool are set for 2006. The track project is estimated to cost $150,000, and swimming pool renovations are estimated at $385,000.

Board members will continue to discuss this plan at their Aug. 9 meeting.

In other business, Jay School Corporation director of buildings and grounds Ron Krieg reported to the board members on the status of summer projects.

Current projects include paving and a new gym floor at the high school, paving at EJMS, transforming a tennis court into an additional parking lot at WJMS, roof restoration at Bloomfield Elementary School, concrete replacement at East and Judge Haynes Elementary schools and emergency roof replacement at General Shanks Elementary School.

At Pennville Elementary School, the gym floor was refinished and the parking lot was repaired. New carpet is set to be installed at Westlawn Elementary School, and three rooms will receive new carpet at Redkey Elementary School.

Krieg also presented the board with a facility report from 2004. After meeting with school staff from all 10 schools in the county, he complied a list of improvements needed at each school.

New heating and air conditioning systems at JCHS, Bloomfield and Redkey elementary schools top that list, Krieg said. Replacement of roofs also is at the top of the pile, he said, adding that approximately 108 acres of roofs cover the county’s 10 schools. Two emergency roof repairs were completed this summer at EJMS and General Shanks.

Also Monday, board members:

•Accepted two donations, including a $1,000 anonymous donation towards the purchase of a $3,700 JCHS gymnastics mat and a $4,500 milk vending machine donated to EJMS from the American Dairy Association.

•Agreed to meet Downing and Krieg for a day-long tour of all Jay County schools on Thursday, July 29 beginning at 7 a.m.

•Approved a Tuesday, July 27 field trip request for the JCHS varsity football team to Cedar Point in Sandusky, Ohio.

•Accepted an agreement with Trina Pope for contacted services in music therapy.

•Accepted the resignations of Brad Lindsay as JCHS athletic director and assistant principal and of Frank Marcum as special education teacher at East Elementary.

•Appoved a recommendation to hire Andrew Wilkins as a math teacher at JCHS.

•Accepted extracurricular recommendations including F. Alan Bailey as JCHS varsity boys’ soccer coach, Josh Gibson as JCHS assistant football coach, Eric McLaughlin as JCHS assistant football coach, Robert May as JCHS freshman football coach, Randy Rigby as JCHS assistant volleyball coach, Lea Selvey as JCHS assistant cross country coach, James Myers as JCHS varsity wrestling coach, John Tyler Caldwell as JCHS freshman girls’ basketball coach and varsity girls track coach, Sherri McIntire as JCHS assistant girls’ basketball coach, Warren Lowe as JCHS assistant girls’ basketball coach, Donald Gillespie, JCHS volunteer assistant girls’ basketball coach, G. Michael Smith as EJMS seventh grade football coach and Greg Garringer as WJMS seventh grade football coach.

•Accepted extracurricular resignations including Joe Imel as JCHS assistant football coach and Herbert “Butch” Gray II as EJMS seventh grade football coach.[[In-content Ad]]
