A rural Pennville resident isn’t happy that Jay County has given up control of a one-mile area around the town for zoning purposes.
Jay County Commissioners this morning heard Larry Moser, who lives east of Pennville, express concern about their decision made last week.
On Feb. 27, commissioners approved a request from Pennville’s attorney, Jim Beitler, Berne, and Pennville town board member, Steve Cash, to relinquish zoning control the land.
At that time, Cash explained that Pennville recently received a grant to allow the formation of a commission that would allow it to create its own zoning regulations.
“It’s just another layer of government,” Moser told commissioners today, “and I don’t understand why. You know, I’m anti-government.”
“It will protect against confined feeding,” commissioner Milo Miller Jr. told Moser.
“I just want you boys to know I’m an unhappy camper,” Moser said.
In other business this morning, the commissioners agreed to allow county employees an opportunity to purchase pre-paid legal services.
Mark Galenski, Hartford City, an associate of Pre-Paid Legal Services Inc., and Identity Theft Shield, presented the plan to commissioners Gary Theurer, Faron Parr and Miller.
Galenski said the plan provides access to qualified attorneys at reduced rates.

Explaining that most residents had never heard of pre-paid legal insurance, he said the company has been around for 33 years.
“It helps people get access to the legal system,” he said.
Cost for the plan by itself is $26 or with the identity theft plan is $17 plus $9.95 per month for the dual plan. Identity theft coverage alone is $12.95 per month, he said.
County employees will be notified by a letter of an upcoming date when Galenski will present the plan. Sessions will be held throughout that day to ensure that all employees have access to the presentation.
Also today, commissioners signed two proclamations.
Doug Horn presented commissioners with a proclamation setting aside March 12-18 as Agriculture Week in Jay County, and Ralph Frazee, director of the Jay County Emergency management, presented a proclamation naming this week as Severe Weather Preparedness Week.
Frazee said in cooperation with the National Weather Service, the State Emergency Management Agency, the Indiana Department of Education, and the Indiana State Police, the statewide tornado exercise will be conducted Tuesday.
There will be two drills initiated this year by the NWS, he said. The first will be sometime between 10 and 10:30 a.m. and the second will be between 7 and 7:30 p.m.[[In-content Ad]]
