Building set for demolition (08/08/06)

Demolition of a county-owned building on West Walnut Street behind the Ritz Theatre should begin soon.
Jay County Commissioners Monday afternoon selected a quote from LeMaster Enterprises of Portland of $38,800 to tear down the building just north of the courthouse.
The space will be cleared and paved to make way for additional parking for courthouse employees, commissioners Milo Miller Jr., Gary Theurer, and Faron Parr have said. "We told him (Gerald LeMaster) he could start anytime," Parr said.
The building was purchased earlier this year for $30,000 after it was condemned a few years ago and its owners, an out-of-state banking institution, had been in bankruptcy court.
Additionally Monday afternoon commissioners heard Charles Malinowski of Malinowski Consulting, Carmel, present a plan for cost allocation that could save the county money.
Cost allocation involves the county being reimbursed for the auditors office's handling of the daily bookkeeping for child support, county welfare, emergency management, and the Jay County Retirement Center.
While the county is still under contract with the firm Maximus Inc. through 2007, Malinowski, a former employee with that consulting firm, said his costs would be $3,600 per year, about $400 less per year (or 20 percent) than Maximus' $4,000 annual cost.
"You have lots of time to study my proposal," Malinowski told commissioners, and they agreed to look at the proposal again in 2007.
A county personnel committee meeting was held following the afternoon session, and members of that committee agreed to send on to commissioners for their approval, a recommendation to adopt the state's allocation for same day meal reimbursement for county employees who travel for training purposes for their department.
The reimbursement will be $6.50 for breakfast for 12 hours if leaving home before 6 a.m., $13 for dinner for more than 12 hours if returning home after 6 p.m., and $19.50 for breakfast and dinner from 6 a.m. to 6 p.m.
The policy does not provide for a lunch reimbursement cost.
The county currently pays the state allowance of 40 cents per mile for travel, and the rate of $79 for overnight lodging also remained the same.
Committee members expressed concern that the policy would be taken advantage of when submitting claims.
