More than 700 individuals in Jay County have applied for financial help in connection with the ice storm and flooding in January.

And a team of workers from a variety of federal agencies — most notably, the Federal Emergency Management Agency — will be on hand through Saturday to help answer questions and solve problems in connection with those applications.

The local Disaster Recovery Center, which is located in the election room on the first floor of the Jay County Courthouse, will be open through 7 p.m. today, and from 10 a.m. to 7 p.m. Friday and Saturday.

Individuals are being asked to register by phone or via the Internet before coming to the center (see box for details).

A variety of expenses — including uninsured damage to homes and property, or purchases made to deal with the emergency such as generators or chain saws — could be eligible for partial or full reimbursement.

Through midday Wednesday, 727 individuals had applied for assistance in Jay County. As of Monday, 361 of those had been approved for a total of $364,791 in reimbursement.

Alice King of FEMA, manager of the local recovery center, said Tuesday afternoon that although only 35 individuals were helped on the center’s opening day, she expects that number to grow.

“Traditionally we pick up through the week as the word spreads ... I’m sure we’ll pick up,” King said.

Between seven and 10 representatives from federal agencies are working this week in the courthouse, including some from FEMA, Small Business Administration, and hazard mitigation representatives from federal and state agencies.

Max McClurg, who lives on Tyson Road on the west side of Portland, was among those visiting the center Wednesday afternoon.

McClurg is seeking assistance with the removal of debris from his property — including a large tree that was damaged so extensively it has to be cut down.

His homeowner’s insurance covers up to $500 in removal costs, “but the problem is they’ve got a $500 deductible,” said McClurg, who said he has incurred almost $1,000 in removal costs.

On Tuesday, King said that paying to have debris removed is normally not eligible, but that residents who cannot afford to pay for the removal can call the Hope Crisis Response Network, a volunteer organization that will assist in clean-up efforts (see box for number).

Although there is no “typical” claim, King said the most common are those who had difficulty with water damage in basements or crawl spaces, or those who purchased items such as a generator, heating fuel, air purifier or a chain saw to deal with the aftermath of the ice storm.

A majority of the claims filed in Jay County have been under the “other needs assistance” category listed in a FEMA brochure. Other categories are temporary housing, repair and replacement of residences.

Most of the items must have been purchased between Jan. 5 and Jan. 28 to qualify for reimbursement, although King said a chain saw purchased “(Tuesday) afternoon” could possibly be eligible for reimbursement.

“None of those items are considered unless they have a receipt,” King said.

He said a FEMA representative will do an on-site inspection to verify that the items claimed are still at the location. Included in that process will be an inspection of serial numbers.

The Disaster Recovery Center team, which King said is at its third location, will move to Randolph County next week.
