City expansion plans advance (03/03/2009)

The process to expand Portland's city limits has taken another step forward.
An ordinance to annex 190 acres into the northwest portion of the city were approved Monday night by the Portland City Council. The next step is to hold a public hearing on the proposed annexation.
The land set for annexation is located south of county road 100 North, northwest of Industrial Park Drive and north of Votaw Street. The properties currently are owned by the city, Justin Schafer, Jacqueline Delauter and the owners of Holiday Inn Express. The city-owned property considered for annexation is all of the Portland Municipal Airport.
At Votaw Street, the western edge of the area being proposed for annexation is near Ja-mar TV & Appliance. That border runs north to just south of county road 100 South, then east to pick up the airport property.
The purpose of the annexation initiated by city officials is to make way for new development.
Kristi Sturtz of Sturtz Public Management Group said she expects a public hearing on the matter to be held in May.
Also Monday, council members again took no action on a local man's request to consider changing the city's policy on how the sewage portion of city water/sewer bills is determined.
John Ferguson, who owns a rental property on West Votaw Street, asked council members at the Feb. 16 meeting to consider changing the city's policy after his property had a large water leak. Ferguson said the water leaked into the yard and into the house and he didn't think it was fair to pay for the water to be processed by the city's sewer system if it wasn't.
Bruce Hosier, mayor of Portland, said Monday night that he had promised Ferguson that he would put the request on the agenda again. Council members did not comment on the matter and took no action. Ferguson then left the meeting.
In other business, council members voted to accept the updated pages to the city's ordinance book. The pages include changes made last year to the city's code of ordinances.[[In-content Ad]]
