Contract signed for new South Adams school (04/23/08)

BERNE - South Adams School Board members signed a contract with Performance Services, Indianapolis, to move forward with the first design/build school construction project in the history of Indiana on Tuesday.
"This is a guaranteed maximum price contract with all the bells and whistles on it," school board attorney Jim Beitler told the board.
The contract locks in a price of $20.9 million for construction of a new kindergarten through grade eight school to be built adjacent to South Adams High School. That facility will replace South Adams Elementary School in Berne and South Adams Middle School in Geneva.
The school corporation has sold a total of $25 million in bonds for the new school and renovations at the high school.
The $25 million in borrowing for the projects came in the form of a general obligation bond issue of about $2 million and a construction bond issue of about $23 million.
A portion of the money borrowed - about $1.4 million - will actually be used to make the first payment to bond-holders during the construction phase.
"Technically the high school part wouldn't start until the (kindergarten through eight facility) is done," board member Arlene Amstutz noted.
Beitler told the board the contract had been the subject of two three-hour meetings and had been gone over extensively by several parties.
"This is like a marriage," Beitler said of the design/build process. "The contract is like a marriage certificate. It doesn't make the marriage."
He noted that because of the high profile of the project, Performance Services has extra incentive to perform well. "That's going to be the collateral on this job," Beitler added.
"I'm satisfied," board president Tony Mellencamp said.
The contract was approved on a 4-0 vote at Tuesday's special meeting. Board members Steve Hampshire, Julie Mansfield, and Steve Dobbler were absent.
In other business, the board also approved an agreement to move a sewer line and clarify property boundaries near the new school site with an adjoining land owner.[[In-content Ad]]
