Council hopes to slow traffic near park (10/02/07)

It's time to stop and pay attention.

A local board is hoping to get that message across to those who drive on Lafayette Street, near Franklin Street, in Portland.

Members of the Portland City Council voted on Monday night to change the intersection of Franklin and Lafayette streets to a four-way stop from a two-way stop. Currently, only those driving north and south on Franklin Street have to stop.

Council members are hoping that forcing all traffic at that intersection to stop will make the area safer for children playing at Milton Miller Park, located at the northwest corner of the intersection.

The request was made by council member Bill Gibson, who did not attend the meeting due to a death in his family. Last week, Gibson spoke to Bob Sours, chief of Portland police, about his request.

"This location may be a location that does require a four-way stop," Sours told council members before they voted. Sours said there are no sidewalks for children to use to access the park.

Councilman Jerry Leonhard asked how a four-way stop would affect the traffic flow on Lafayette Street, once the street is extended west to Industrial Park Drive. Sours said he didn't know.

Bruce Hosier, mayor of Portland, said that when the street is extended, there will be more traffic.

Council members voted to have city attorney Bill Hinkle draft an ordinance making the intersection a four-way stop.

In other business, council members approved the installation of a streetlight along Moody Street, between Franklin Street and Ben Hawkins Avenue.

Jeff Harker, street and park department superintendent, said at the Sept. 17 council meeting that a woman who lives on Moody Street requested the light. Harker said Monday that he went down to the area at dusk and at dark.

"I believe that a street light is needed in that area," he said.

Councilman Jim Sanders asked what would be done about other streets in that area that have no streetlights.

Harker said no one else has requested a light, but he would look into it.

"It looks to me like you're going to have a lot of (requests for lights) down there," Sanders said.

Another council member, Glen Bryant, asked how much an electric bill might be for the new streetlight. Harker said $6.80 to $12 per month.

Also Monday, council members:

•Learned that the Industrial Park Drive street-widening project is expected to be completed Oct. 12.

Hosier said that milling on the older section of the street is expected to be done today. The streetlights along Industrial Park Drive likely will be installed at a later date, he said.

•Heard Bryant ask what is being done to correct an odor coming from the Tyson Foods-Mexican Original plant.

Bob Brelsford, superintendent of the city's wastewater treatment plant, said the factory pre-treats its sewage before it is sent to the wastewater plant. The manner in which the sewage has been treated has recently changed, he said.

The company is making some changes and the problem should soon be fixed, he said.

•Voted to transfer funds to pay for the extension of the city's sewer line to Portland Municipal Airport and for office supplies for Portland City Court.

Council members approved the transfer of $2,500 from city court's communication and transportation fund to the office supplies fund. Also, $35,000 from the city's capital improvements fund and $65,000 from the repairs and maintenance fund, will be transferred to the sewer improvement and extension fund.

City clerk-treasurer Linda Kennedy, said City Court Judge Michele Pensinger told her she needed the extra money to purchase office supplies because the cost of supplies has increased and the amount of money being collected has decreased.

•Set trick-or-treating hours in Portland for Wednesday, Oct. 31, from 6 to 8 p.m.

•Heard Hosier announce that the trail system throughout Hudson Family Park will be discussed at a Portland Park Board meeting tonight.

The board will meet at 7 p.m. in the Portland Fire Station meeting room.[[In-content Ad]]
