Crosby low bidder in Geneva (5/4/05)

GENEVA — The low construction bid for the Winchester Road drainage project here came in below estimates.
Crosby Excavating of Fort Wayne submitted a low bid of $481,012.85. Construction costs for the estimated $621,000 project was calculated at $486,500.
Bids were opened Tuesday by town council members. Crosby’s bid was accepted by the council, pending approval from Commonwealth Engineering of Indianapolis.
Besides Crosby’s estimate the project total includes $96,000 in professional fees, $30,500 in administration fees for the Community Development Block Grant from the Indiana Department of Commerce the town received, $5,000 in labor costs and $3,000 for an environmental review.
The town received a $485,000 DOC grant for this project and will pay a $1,500 local match.
Bids were also submitted by Fleming Excavating of Decatur, $532,314.56; Dave’s Excavating of Marion, $546,609.84; and Culy Construction of Winchester, $596,254.
Town clerk-treasurer Doug Milligan said this morning that Commonwealth Engineering officials should contact him by the end of this week if Crosby’s bid met the project specifications.
Construction should begin in 30 to 45 days.
Also Tuesday, Milligan reported that the town will be reimbursed $12,975.85 from the Federal Emergency Management Agency for employee overtime and damages that occurred during the Jan. 5 ice storm and flooding a week later.
The town submitted a $16,635.70 total claim to FEMA in March.
FEMA’s reimbursement will fund approximately 75 percent of the total costs for the town’s employee overtime for branch removal and sandbagging efforts and damage to a lift station, plus 3 percent administration costs, Milligan said this morning.
Also, council members adopted an Adams County multi-hazard mitigation plan developed by the Adams County Emergency Management Agency. The plan is designed to protect the people and property of Adams County affected by natural hazards — such as flooding — according to the resolution passed Tuesday by the council.
In other news, board members:
•Heard Milligan report that construction of the migrant housing project at Red Gold in Geneva has started.
Red Gold plans to replace 20 mobile homes currently used as migrant housing at the Geneva plant.
A $432,000 construction bid from Stenze Corporation of Indianapolis was approved in March. Red Gold received a $500,000 grant in November from the Indiana Housing Finance Authority for construction of the new housing.
The town is serving as the fiscal agent for this grant.
•Heard town manager Steve Hampshire report that spring clean-up day will be Saturday, May 21, from 8 a.m. to noon.
Geneva residents can take scrap metal, tree limbs, brush and paper products to dumpsters that will be placed on the south end of Hale Street. Large tires, chemicals, including paint and cleaning products, will not be accepted. Car tires will be accepted for $1.50 each.
Senior citizens or disabled residents that need items picked up can call the town hall at (260) 368-7251 before May 21.
