Davis a good choice to lead OCRA

Probably the only thing that makes Bill Davis an unusual choice to head up the Office of Community and Rural Affairs is that Bill hates vegetables and he’ll be running a place that’s commonly called “okra.”
All kidding aside, Davis looks to be an excellent fit for his new job. As announced on Friday, he’ll be stepping down as state representative next month to focus on the statewide economic development needs of small towns and rural areas.
Bill’s been involved hands-on with economic development for more than 30 years, going back to when he almost single-handedly resuscitated the Portland Area Chamber of Commerce. He was one of the original “red jacket” team members, working closely with Portland Mayor Jim Luginbill and later with Dunkirk Mayor Jack Mink. Teaming with the two of them and leaders like Sam Shoemaker, he helped launch Jay County Development Corporation, bringing unprecedented cooperation and efficiency to local economic development efforts.
In his role as a state legislator, he’s been at the forefront of ethanol and biofuel development in the state.
As OCRA director, he’ll bring energy, business savvy and an understanding of both the workings of state government and the realities faced by Indiana’s rural communities.
He’ll need all of those in his toolkit.
The state’s rural areas are facing unprecedented challenges. The old, smokestack-chasing method of economic development is a thing of the past.
Businesses and industries are looking for a smarter, more entrepreneurial workforce. And there’s a greater focus than ever on the cultural and recreational amenities of rural communities as we move into an era beyond just manufacturing and agriculture.
Those challenges call for a fresh outlook, flexibility and an openness to new ideas. Bill’s going to need all three in addition to his proven skill set to make the most of his new position and to do the best job possible for rural Indiana.
