Committee assignments announced for local legislators
INDIANAPOLIS — State Rep. Bill Davis, a Republican of Portland, was appointed this week to sit on the House Ways and Means Committee.
Davis, who was elected to office earlier this month, represents District 33, which includes Jay County and portions of Randolph and Delaware counties.
Speaker of the House Brian C. Bosma, R–Indianapolis, along with chairman of the House Ways and Means Committee Jeff Espich, R–Uniondale, announced appointments to that committee, which will draft the state’s biennial budget when the General Assembly reconvenes in January.
“Our state faces unprecedented fiscal challenges,” Bosma said. “I am very confident in the abilities of all of our appointments, and I know that everyone is eager to begin their work and address the state’s $800 million structural deficit and other mounting fiscal concerns.”
“I am excited to sit on this important committee, and I am honored to serve with such a long-time and experienced legislator as Jeff Espich,” Davis said. “With our state facing such a fiscal crisis, it is crucial that those of us with tried and tested economic development and business experience can bring fresh ideas to help get Indiana back on track.”
The first Ways and Means Committee Hearing has been scheduled for Wednesday, Dec. 1, at 9:30 a.m. in Room 404 at the Statehouse. The hearing will provide an opportunity for members of the Indiana Government Efficiency Committee to present their recommendations to the full committee.
Also this week, Senate President Pro Tempore Robert D. Garton, R-Columbus, announced appointments to Senate standing committees. Among these appointments was State Sen. Allen Paul, R-Richmond, to a number of committees, including serving as the chairman of the Insurance and Financial Institutions Committee.
This will be Paul’s ninth year serving as the chairman of this committee. He will also serve as a member of the Insurance Subcommittee.

“Sen. Paul has a great wealth of knowledge on insurance issues and will lead this committee during the 2005 session,” Garton said. “The General Assembly has a tough road ahead but I am confident in Sen. Paul’s leadership, and I know he will make smart decisions to benefit Indiana’s insurance system.”
In addition to this committee, Paul will serve as a member of the Agriculture and Small Business Committee, as well as a member of the Natural Resources Committee. He will also serve on the Rules and Legislative Procedures Committee.
Paul represents Senate District 27, which includes Jay, Randolph and Wayne counties.
Garton also announced the appointment of State Sen. David Ford, R-Hartford City, as chairman of the Senate’s Economic Development and Technology Committee. Ford also will sit on three other committees during the 2005-06 legislative sessions.
“Sen. Ford offers extremely helpful insight on matters of technology,” Garton said. “Economic development for our state always tops the agenda for the Senate, and Senator Ford will lead this committee to do great things during the upcoming session.”
Ford also was appointed to serve on the Education and Career Development Committee, as well as the Judiciary Committee. He will serve as a member of the Courts and Juvenile Justice Subcommittee within the larger Judiciary committee.
He also was named to serve on the Tax and Fiscal Policy Committee. This year, the Senate decided to dissolve the all-encompassing Senate Finance Committee and create two separate committees — Appropriations and Tax and Fiscal Policy. The Appropriations Committee deals exclusively with budget funding requests, while the Tax and Fiscal Policy Committee will focus its attention on a number of issues, including funding for K-12 and higher education.
Senate committees allow legislators to review prepared legislation and hear testimony on issues before bringing them to the Senate floor for consideration. The president pro tempore assigns bills to committees based on subject matter.
