Developer to make request (02/01/07)
Portland Planning Commission

A former local resident who has announced plans to develop a hotel near Portland is expected to present a request this afternoon to rezone land in another location on the west side of the city.
Developer Scott Daniels, who had previously eyed land located north of Portland on U.S. 27 for a Holiday Inn Express project, said Wednesday he will be in attendance when the Portland Planning Commission meets at 5 p.m. today.
The request that will go before the commission today is to rezone 4.84 acres located just west of CrossRoads Financial Federal Credit Union, 1102 W. Votaw St., to highway service from agricultural.
The property currently is owned by Eugene and Jane Gillum, but Daniels is listed on an agenda for the meeting as representing the request.
Daniels recently said his group of investors is looking at the property. Asked Wednesday about the status of the project and if he is considering purchasing the land, Daniels declined to comment.
The land where the Gillum's home is located, about two acres, is current zoned highway service, said Bill Milligan, Jay/Portland Building and Planning administrator.
The 4.84 acres is to the north of the Gillum home and is located outside the city limits. A petition to rezone that portion of the property was filed on Jan. 11, Milligan said.
Members of the Portland Board of Works voted on Jan. 18 to extend city water service to the West Votaw Street site if a Holiday Inn is developed there. In June, board members gave tentative approval to an agreement with Daniels and the city to share the cost of extending city utilities to the U.S. 27 site for the hotel.
The Portland City Council voted on Dec. 19, 2005, to rezone the 60.92 acres earmarked for the hotel project to highway service. The rezoning request - which drew strong opposition from neighboring property owners - was approved with several stipulations. Among them was the condition that if construction did not begin within a year of the rezoning approval, the land would revert back to being zoned agricultural.
Construction at that site never began, Milligan said.[[In-content Ad]]
