Dispute of base settled (03/04/08)

Jay County Commissioners

By By MIKE SNYDER-

A disagreement over planning of a new fire station and ambulance base near Dunkirk has been resolved and the project is moving forward once again.

Ami Huffman, Jay County Community Developer, told Jay County Commissioners Monday that the addition of a second training/multi-use room helped ease concerns expressed recently by Dunkirk volunteer firemen.

She gave commissioners preliminary plans, which show divided areas for the first department and Jay Emergency Medical Service on one end, two training areas and a nine or 10-bay garage area. One of the bays could be eliminated with the construction of one of the training areas.

Each side of the office quarters contains sleeping areas and kitchen facilities, with one sleeping room on the fire department side and two on the JEMS side.

Because of cost concerns, both training areas will be bid as alternates, along with paving of the drive and lot for the facility, which will be built in the Dunkirk Industrial Park along county road 400 South east of Dunkirk.

Funding for the project is coming largely from a $500,000 grant from the Indiana Office of Community and Rural Affairs.

Huffman said because of the rising cost of steel, the building would be bid as stick-built. Commissioners asked Huffman to advertise for an alternate bid on steel-frame construction, as well.

Commissioner Milo Miller Jr. suggested that if bids come in higher than expected, the building could be shortened by eliminating two bays. To accommodate all of the fire department's vehicles and two JEMS ambulances, the second training room would have to be eliminated.

"They don't have to have the training room," Miller said.

Huffman said she hopes to have bid-letting done by May. The contract must be awarded by July.

Huffman also told commissioners Faron Parr, Gary Theurer and Miller Monday that an application for grant funding for water infrastructure in Redkey will be submitted on Friday, March 14.

Redkey is considering a project that would include replacement of the town's 90-plus year-old water tower and major upgrades for water mains and the city's treatment plant.

Also Monday, the commissioners signed documents proclaiming March 10-15 as Agriculture Week in Jay County.
