District takes sensible stance

It’s there if you need it, but only if you need it.
That was the message this week from the Jay County Solid Waste District board to the city of Portland, and it’s a message that makes sense.
City officials are concerned about having enough funds on hand to support the curbside recycling program. There’s been a bump in fees charged to homeowners, but the cost to the city could go up with the next contract.
The waste district supports the program to the tune of $10,000 a year, and the city had sought $15,000 in the year ahead.

The board’s response was frugal and based on common sense.
In effect, the city was told that the waste district would budget for a $10,000 grant again in 2014 but would set sufficient funds aside so that the district could be flexible if the city finds itself in a bind.
That approach keeps the city focused on controlling costs but eliminates a need for crisis management at some time in the future.
