Dog rules discussed

Owners of dogs who do their business in city parks could soon be forced to clean up those messes.

Members of the Portland Park Board met Tuesday night and discussed the possibility of putting dog waste receptacles in city parks.

Doug Blankenbaker, assistant street and park department superintendent, said he has received complaints from daycare workers about the messes dogs leave behind in city parks.

"I think people need to be more responsible in city parks and clean up," said Bruce Hosier, mayor of Portland. "People shouldn't have to be walking through the parks like it's a minefield."

Park board members Neil Medler and Ken McClung said they agreed with Hosier.

"I just think this takes away any excuse that they have" for not cleanup up after dogs, McClung said of waste receptacles.

The mayor said he is researching ordinances other communities have regulating dogs in city parks.

Blankenbaker said he is getting quotes for dog waste receptacles and expects to present them to the board at the next meeting.

In other business Tuesday, board members learned there will be an ice skating rink at Hudson Family Park this winter.

The rink will be located near the sledding hill and be created soon in an area designated to be the future site of the city's street and park department headquarters.

After Tuesday's meeting, Blankenbaker said the rink will be 40x100-feet and the ice will be about 4-inches thick. He said the edging of the rink will either be wooden or plastic piping.

Also Tuesday, board members:

•Discussed safety at the pond at Hudson Family Park.

Blankenbaker told the board that there are footprints in the snow on top of the pond, even though it isn't frozen in the middle. He said he plans to put "no trespassing" signs near the pond and to have police do extra patrols near the park.

Hosier said parents need to encourage their children to stay away from the pond.

•Heard Blankenbaker announce that the sledding hill at Hudson Family Park is nearly ready.

He said the fence designating the walking path on the hill has been erected, and signs have been ordered to designate exactly where sledding is allowed on the hill. Also, 25 bales of straw will be put at the bottom of the hill to cushion landings.

•Learned security cameras have been installed at the pedestrian bridge over the Salamonie River.

The bridge connects Weiler-Wilson and Hudson Family parks. The bridge has been vandalized several times since it was erected.

The two video cameras cost a total of $3,600. Board members are hoping the cameras will deter possible vandals.

Many of the incidents at the bridge have occurred at night. Blankenbaker said this morning that the lights on the bridge are on all night and bright enough that someone on the security cameras could clearly be identified.

•Voted to retain the same officers for 2010.

Medler will be president, McClung will serve as vice president and Sharon Bubp will remain secretary.[[In-content Ad]]
