Drainage code to be tweaked (11/14/05)

With all the new construction planned in the next couple of years in and around the Portland area, Jay County Commissioners decided this morning to put some teeth into the county’s drainage ordinance.
Commissioners Milo Miller Jr., Gary Theurer and Faron Parr will recommend to the Portland Planning Commission an ordinance that would enforce regulations that drainage work around new construction sites be completed before occupancy of a structure will be permitted.
“That needs to be part of the zoning ordinance,” commissioner’s attorney Brad Burkett said.
“If they can’t get in the building till they get that finished, they’ll finish that,” Miller said.
Commissioners will make the recommendation to the planning commission which will return it to the commissioners for approval.
Burkett said the zoning administrator’s position should also be involved in enforcing the drainage ordinance as well, since it will be amending the zoning ordinance.
“This is something we shoulda done a long time ago,” Miller said, “so let’s not drag our feet on this.”
Concerning some of that new construction, county engineer Brad Daniels told commissioners this morning he would not be looking at final plans for the proposed Holiday Inn construction north of Portland, since the developer is his brother, Scott.
Daniels said he would ask Jay County Engineer Dan Watson, or seek outside consultation, on approving the final drainage plans and construction.
“The community would be more comfortable if you got someone else to look at the plans,” Miller told Daniels, “plus, that gets you off the hook with your brother.”
Also today, commissioners approved a request from Jay County Auditor Freda Corwin, to cancel a voluntary life insurance plan with Lafayette Life that is offered to courthouse employees and keep a policy currently offered by Boston Mutual.
Corwin explained that the Lafayette Life plan continually changes premiums, and since it is a payroll deduction, it creates further work for her office.
She added that subscribers of the Boston Mutual policy will also be able to take the plan with them if they leave employment in the courthouse.
There are currently about a dozen courthouse employees enrolled in life insurance plan.[[In-content Ad]]
