Drainage plans for plant OK'd (07/10/06)

Two major construction projects in the county received approval for their drainage plans from the Jay County Drainage Board today.

Drainage plans for Premier Ethanol and FCC (Indiana) were each presented to the board by county surveyor Brad Daniels.

Premier Ethanol LLC has proposed the construction of a plant which sources say would initially produce approximately 60 million gallons of fuel each year — a capacity that could eventually expand to 120 million gallons.

The company has acquired approximately 180 acres of land southwest of Portland between Ind. 67 and county road 200 South for the proposed construction.

Daniels explained to board members Faron Parr, Gary Theurer, and Milo Miller Jr., that plans call for creating two large retention ponds — one on the northeast side of the plant and the other on the southwest side — of the plant. Additionally there will be several smaller retention areas over the approximately 180 acres, he said.

Surface water will be retained in those areas before slowly draining into the Salamonie River on the northwest and into Wickel Ditch on the opposite side.

“Wickel Ditch cannot take any more storm water than it already has,” Daniels told the board.

“They’re doing the right thing,” board attorney, Brad Burkett, said. “They’re doing all the ponds before they start construction.”

Excavation on those ponds has apparently already begun.

Additionally, Daniels explained drainage plans for the FCC expansion.

He said that the retention area on the west side of the industry was constructed large enough initially that additional retention capacity did not need to be created.

FCC is adding $14 million in automotive clutch manufacturing and assembly equipment which is expected to create 30 jobs with annual salaries totaling $750,000.

Additionally today commissioners agreed to meet Sept. 11 with Bettie Jacobs, administrator/educator of the Soil and Water Conservation District, for a local conservation tour.

The board also heard Miller say he will be attending a meeting Aug. 3, in Greenfield, to learn what plans the Indiana Department of Transportation has for Major Moves highway construction in the area.

“Everybody wants to know what they’re going to do,” Miller said. “I’m going there to find out.”[[In-content Ad]]
