Drainage plans OK'd for projects (10/11/04)

Commissioners give green light to new sports park

Approval of drainage plans for three local projects — a new extreme sports park in Portland and expansion of two rural Portland churches — was given this morning by the Jay County Drainage Board.

Jay County Commissioners, meeting as the drainage board, approved revised drainage plans for the Xtreme to Chaos sports park, which is planned at a former city industrial park.

The sports park, which will include motorcycle and go-kart racing, along with paintball and other activities, is being developed by local resident Glynn Barber, who is also the owner of Qualtech Tool & Engineering.

Craig Adolph, a Fort Wayne-area consultant who is assisting with the sports park, told Commissioners Mike Leonhard, Gary Theurer and Milo Miller Jr. the revised plans include a five-acre detention pond located north of Accelerated Curing Inc. That site is south and east of Oakwood Mobile Home Park, which is on the west side of the sports park.

That new detention pond was added after a discussion several weeks ago between Adolph, the commissioners and Jay County surveyor Brad Daniels. That discussion included talk of recurring flooding problems in the area in and around Oakwood. Adolph agreed to relocate the pond in hopes of relieving some of the Oakwood flooding problem.

Adolph said the new detention pond will have an eight-inch outflow. The overall drainage plans also call for an existing dry and wet detention area near the Qualtech building to be enlarged and combined.

Adolph said construction of the pond and the moto-cross portions of the park could begin this fall. That will allow for settlement of the dirt over the winter and could mean that events will be held on the moto-cross area in late spring or early summer of 2005.

The commissioners also approved drainage plans for planned expansion projects of the Westchester United Methodist Church and the New Covenant Fellowship Church.

Both Westchester, located on county road 400 North near county road 450 East in Bearcreek Township, and New Covenant, which is located on county road 450 South 1.25 miles west of U.S. 27 in Collett, plan to build additional sanctuary space.

Greg Miller, who had discussed preliminary plans with the drainage board several weeks ago, represented Westchester church, while Sam Grubb brought New Covenant’s request to the board.

Also this morning, Bettie Jacobs of the Jay County Soil and Water Conservation District told the commissioners she will be organizing a conservation tour for local elected officials sometime after the Nov. 2 general election.

Jacobs said the tour will be an effort to show various conservation programs that are under way and to educate officials.

Jacobs also told the commissioners that a new state rule requires anyone disturbing one or more acres to file paperwork outlining the work and plans to control run-off.

The plans must be approved by the JCSWCD, a division of the Department of Natural Resources, along with Indiana Department of Environmental Management.[[In-content Ad]]
