Commissioners talk about road committee recommendation

A proposed experiment aimed at reducing dust on some county stone roads continues to gain support.

Though Jay County Commissioners deferred action this morning, responses to a proposal from the county road committee were positive.

“At least we can try it,” said Commissioner Gary Theurer.

“We’re willing to take more money out of the infrastructure funds for roads,” said Commissioner Milo Miller Jr. “We’ve been experimenting the past three years with different things.”

Commissioner Faron Parr, chairman of the road committee, told county council members last week the committee recommends taking up to $100,000 from funds generated by tipping fees at the landfill to pay for the experimental dust control program.

The intent is to reduce dust by an application of calcium chloride while at the same time improving the base of stone roads so that they could accept chip-and-seal paving more effectively in the future.

Theurer and Miller noted that chip-and-seal efforts in the past have been disappointing because the road base has been inconsistent, causing the pavement to break away too quickly.

Commissioners have been told it may take several years of application of calcium chloride to build up a hard enough base to accept chip-and-seal properly.

Theurer pointed out that all funds generated by the county’s wheel tax go toward road maintenance but added, “At $60,000 a mile to re-pave roads, $300,000 doesn’t go very far. ... Last year we didn’t get near done what we wanted to.”

In other business this morning, commissioners:

•Reviewed interest rate quotes for a four-year fixed rate loan of $79,240 to help cover the cost of a new bulldozer for county ditch crews.

•Agreed to use Roger Holler and Jan Ingle as appraisers for a building north of the courthouse on West Walnut Street which has been eyed for possible acquisition.

•Approved through first reading a fee change for property tax endorsement paperwork when properties change hands. The fee is now $5 per document and would change to $5 per legal property description. Second reading of the ordinance is set for 10 a.m. on Monday, May 23.

•Streamlined fees for genealogical research and hard copy of birth and death certificates for the county health department. Instead of two separate $2 fees, research and hard copy were combined to a single fee of $4.

•Told Jay Emergency Medical Service director Teresa Foster-Geesaman that the $6,000 annual lease payment to the hospital for the JEMS building would not be in her budget for 2006 but would be paid with money from the infrastructure fund. Commissioners indicated they would sign a new 10-year lease with the hospital.[[In-content Ad]]
