Election meeting Friday (09/20/07)
Jay County Board of Elections
By By MIKE SNYDER-
The Jay County Board of Elections will meet Friday to discuss establishing absentee voting hours and holding voting for multiple precincts at combined locations in Dunkirk and Portland.
The election board, comprised of Jay County Clerk Jane Ann Runyon, Carmen Craig and county Democratic chairman Tim Southworth, will meet in the clerk's office at 4:30 p.m.
Voting in Jay County's two cities and four towns will be held on Tuesday, Nov. 6.
During the spring primary, voting for both Dunkirk precincts was held at the West Jay Community Center, while several Portland precincts were combined at the Jay Community Center.
Another possible topic Friday could be a city council race in Dunkirk, where a candidate slated by the Democratic Party may not live in the council district in which he is running for office.
At an emergency meeting two weeks ago, members of the board discussed a claim that Raymond Pettus, 125 Third St., Dunkirk, did not live in Dunkirk District 4.
Runyon said Wednesday that she has determined that Pettus is a resident of District 3, not District 4, and should withdraw from the race. Runyon said there is no other method under state election law to remove Pettus' name from the ballot.
No Republican filed or was slated to run for the seat.
Bill Hinkle, who serves as attorney for both the election board and Dunkirk, said this morning that he met Wednesday with Runyon and Pam Bunch, chairman of the Dunkirk Democratic Party, to discuss the issue.
Hinkle said he agrees that Pettus lives in District 3, not District 4, and should withdraw.
There are a total of four council districts in Dunkirk, the boundaries of which are determined by the city council.
The boundaries of the two voting precincts in the city are drawn by Jay County Commissioners.
Although the deadline for political parties to slate candidates in vacant races has passed, Runyon said Wednesday she was told by an official from the state election board that she should allow the Dunkirk Democratic Party to slate a candidate based on a statute which refers to candidates who die or move prior to an election.[[In-content Ad]]
