EMA job offered to Frazee (12/16/03)
After being turned down by their first choice, Jay County Commissioners offered the position of emergency management director to the long-time town marshal of Pennville.
Ralph Frazee, who has been Pennville’s part-time marshal since 1995 and who is also a long-time member and officer of the Pennville Volunteer Fire Department, was offered the job Monday afternoon via a phone message.
When commissioners’ president Milo Miller Jr. left the courthouse late Monday afternoon he had not heard back from Frazee.
By phone this morning, Miller said he expects that a formal announcement on the EMA hiring will be made at the commissioners’ meeting on Monday, Dec. 22.
Miller and Commissioner Mike Leonhard had interviewed six finalists for the position in executive session Monday morning. Commissioner Gary Theurer was not at Monday’s meeting.
The first choice of Miller and Leonhard — current American Red Cross employee Stephanie Arnold — declined the position in a phone conversation with Miller. Miller said that Arnold was hoping for more than the minimum of almost $23,000 for the position. Arnold is a rural Portland resident.
Frazee worked at Qualtech Tool & Engineering in Portland from 2000 to 2002. He sold insurance for two years prior to that, and worked for 22 years (1976-1998) at Franklin Electric in Bluffton.
As part of his service as a marshal and with the Pennville Fire Department, Frazee took extensive training in hazardous materials handling and other emergency procedures.
The director of the county’s EMA oversees planning for and coordinating responses to emergency or disaster situations. He or she is also responsible for leading the county’s volunteer rescue service — Jay County Rescue 19.
The position became available late last month with the resignation of long-time director Tami Mann. Mann resigned to take a job in the private sector.
The position, which is a grade 12 on the county’s pay plan, has a minimum starting pay of $22,988.
Mann, who was scheduled to be in the fourth step of the 10-step plan next year, would have made more than $26,000 for the 35-hour per-week position.[[In-content Ad]]
