Portland Park Board

A local board has given the green light to a possible source of funding for future park projects.

The Portland Park Board voted Tuesday to seek a grant from the W.K. Kellogg Foundation, through The Portland Foundation.

The grant amount and the project for which it would be sought were not decided by board members.

The Indiana Access to Recreation Community Foundation Grant is given for the creation of access to recreational activities for people with disabilities. Up to $200,000 can be awarded. Only community foundations can apply for the grant funds.

Kent McClung, program officer for the local foundation and park board member, said the foundation directors would vote today on whether or not to apply for the grant.

Before park board members voted, Nola Albrecht, landscape architect for The Schneider Corporation, explained that people with disabilities need to be including in planning how the city would use the grant funds. Whatever project the funds are used for needs to be something unique, she said.

"What they want to see is something that goes beyond the basics of (Americans with Disabilities Act) access," Albrecht said of the Kellogg Foundation. "They want a highlight kind of project."

She said an amphitheater for a theater group made up of people with disabilities would be such a project.

Albrecht said she didn't know if the park board would like to use the funds for the Hudson Family Park project or another park project.

"I'm sure that there's enough people involved in Jay-Randolph (Developmental Services) that" would need recreational activities, said Neil Medler, board president.

Medler said some of the funds possibly could be used for the amphitheater planned for Hudson Family Park. "We do have several handicapped people in his area. Why not have something for their needs?"

Albrecht also mentioned that the foundation could apply for a $500 grant from the Kellogg Foundation to be used for planning purposes. The deadline is Thursday. The board took no action on this matter.

Before voting to proceed with the grant application Medler said, "There's really been very little done for people with disabilities in this community."

Besides helping fund construction, the grant also would pay for meetings, grant administration and help establish an endowment for the upkeep of the park. The city would have to pay a local match. The deadline for the grant application is July 1.

Also Tuesday, board members approved several purchases for the city's parks.

The board gave Jeff Harker, street and park department superintendent, permission to purchase two sets of bleachers for $3,402, eight grills at a cost of $1,024, seven picnic tables at $1,024 and three handicapped accessible picnic tables at a cost of $1,137 from GameTime. The price will be slightly lower because the quote was for 8-foot picnic tables, not the 6-foot tables Harker would like purchased.

Red Bud Supply also submitted quotes of $5,305.90 for the two bleachers and $2,800 for eight grills. Board members chose GameTime because the company had lower prices.

Board members also approved the purchase of a drinking fountain from Summit Supply of at a cost of $1,190.[[In-content Ad]]
