Grant hearing set (12/7/04)
Application will be made to DOC for grant
The Portland City Council learned that a public hearing will be held on Thursday, Dec. 16, at 5:30 p.m. to gather input on the city’s plan to seek a federally-funded grant for the restoration of the Weiler Building.
The historic downtown building, located at the corner of Main and Meridian streets, has been earmarked for the permanent home of the John Jay Center for Learning.
The event will be held in the meeting room at the Portland Fire Station.
After Monday’s meeting, JJCL executive director Rob Weaver said the session is required to apply for a Community Focus Fund grant from the state’s Community Development Block Grant program. The $500,000 grant the city will seek is through the Indiana Department of Commerce. JJCL hopes to submit the application in January 2005, he said.
In other business, the council voted Monday to send a tax abatement request by a Portland business to the Portland Tax Abatement Advisory Committee.
Qualtech Tool & Engineering, 103 Performance Drive, is requesting a five-year tax abatement for the purchase of a $67,000 bore.
The new equipment will create two new jobs with salaries totaling $41,600.
A tax abatement allows companies to pay taxes in increasing increments over several years, instead of paying the full amount each year.
Also Monday, the council:
•Voted on first and second reading to move $580,000 of the city’s economic development income tax funds into a CD account. This will allow president and CEO of Community Home Improvement Inc. Mike Mazur to get a $900,000 loan through First National Bank for his lumberyard and home improvement store.
Once the United States Department of Agriculture guarantees 80 percent of Mazur’s loan, the $580,000 must be returned to the city. His bank loan will then increase to $6.1 million.
The council voted in November to help Mazur get the loan.
•Tabled a request by Portland Mayor Bruce Hosier to have Veterans Day observed by all city employees. Hosier said the city currently observes nine holidays.
