Grants eyed for projects (2/11/04)
Commissioners consider help for retirement center
An effort to obtain funding for two major projects that would benefit the Jay County Retirement Center is moving forward.
Jay County community developer Wayne Bailey, who has been asked for his assistance by Jay County Commissioners, updated the commissioners this morning on the process of obtaining grant funding for a renovation project and a water line extension project.
One of the main goals of the renovation would be to improve the handicapped accessibility of the center, which is located northeast of Portland on county road 200 North about a mile east of U.S. 27. The project would also likely include replacement of all of the facility’s windows.
The commissioners have also previously discussed with officials from Portland the extension of city water service to the center, which is already served by a city sewer line.
Bailey said he believed an Indiana Department of Commerce Community Focus Fund grant would best fit the renovation project, while a grant from the U.S. Department of Agriculture might be best for the water line work.
Bailey said up to $250,000 might be available for the renovation work. He also advised requesting a planning grant of up to $30,000 to answer questions regarding the historical nature of the building and to detail plans.
City water service currently ends just east of a spec building in the Portland Industrial Park along county road 100 North, about a mile and a half from the retirement center.
Commissioners Mike Leonhard, Gary Theurer and Milo Miller Jr. have held preliminary discussions with city officials regarding a cost-sharing agreement on extending the lines east to county road 100 East then north along that road to the Jay County Highway Department and retirement center.
Also this morning, while acting as the county drainage board, the commissioners were told that Delaware County plans a drainage project that should help Dunkirk.
Jay County surveyor Brad Daniels said that 800 feet of the Wilson Ditch will be cleaned west into Delaware County from the Jay County line. Daniels said the work would be done before spring.[[In-content Ad]]
