Greenhouse gets green light (10/28/03)

Board approves completion of construction

With the unanimous approval of the Jay School Board Monday evening, the Jay County High School’s Greenhouse Project has been given full approval to complete construction.

The project has a total of $76,314.13 on hand, and the entire project has been estimated at around $193,398.

With the pledges, grants and fund-raising money, the Greenhouse Project has raised an estimated total of $200,064.12.

The Jay School Corporation is pledging a portable classroom, which will be located next to the greenhouse at the site just southwest of the high school. The classroom will cost approximately $32,500.

The project is also dependent on three grants that will total $70,000. Two Area 18 Grants — one for a new program and another for equipment funds — will provide $30,000 and $35,000, respectively. The Portland Foundation has awarded a $5,000 grant.

There is also a total of $21,250 in other pledges, including labor and additional equipment.

“I continue to be amazed at all the high tech stuff,” board president Duane Starr said about the project. “This isn’t going to be your grandpa’s greenhouse, this thing is going to be state-of-the-art.”

The fund-raising goal was originally set at $80,000 that would have just built a greenhouse on the school grounds. Now, because of the surge in donations and individuals who have volunteered labor and supplies, the plans have expanded. The site will have a greenhouse, classroom, specialized watering systems, computers, intercoms, environmental controls and an aqua-culture lab.

Jay Schools Supt. Barbara Downing said the money from the Area 18 grants will come in over the next couple months, and not in one lump sum.

JCHS agriculture instructor Bob Lyons told board members he wanted to make sure the building was completed before Christmas time. The only holdup would be extremely cold weather. Lyons said that if grant money and pledges were slow to come in, they would put off buying equipment to ensure the building was completed in time.

In other business Monday, the board:

•Voted 6-0 to give the corporation permission to advertise for bids on school buses. The corporation is looking to purchase 16 conventional school buses, one special needs bus and a possibly a larger higher capacity bus/extra curricular bus.

•Approved the Teacher Retirement Fund resolution, that permits teachers who have been a part of the TRF for five years to choose to made additional voluntary contributions to their annuity savings accounts on a pre-tax basis.

•Accepted donations of $600 from Sprint for red ribbon week activities and $541 from Altrusa for first grade reading books.

•Heard Downing announced that the school has been awarded three grants: Title IV, Part A Grant for $20,721 to partially fund gifted/talented teacher; Indiana GT Grant, $17,268 for gifted/talented costs; and a Safe Havens Grant for $14,115, to fund after-school activities for schools in the western part of the county.

•Unanimously accepted the resignation of James Cox, custodian, East Jay Middle School.

•Hired the following individuals: Jennifer Rathbun, sixth grade teacher, General Shanks Elementary; Jim Cox, special education teacher, EJMS; William Lawhorn, custodian, EJMS; Sarah Harris, transportation instructional assistant; Rotch Shope, custodian, JCHS; Curtis Chapman, custodian, JCHS; Teresa Gibbs, pre-school instructional assistant.
