An increase in county government support for Arts in the Parks and seed money to promote events at Arts Place were requested this morning as Jay County Commissioners look ahead to shaping their 2008 budget recommendation.

Arts Place executive director Eric Rogers asked the commissioners to consider increasing the county's Arts in the Parks support from $12,250 to $14,000 when the 2008 budget is developed. He also asked commissioners to consider $5,000 for a promotional fund to help draw out-of-county traffic to local arts events.

No action was taken on either request, and while the commissioners can make recommendations, the budget is actually approved by the Jay County Council.

"The county has been supporting (Arts in the Parks) for more than 20 years," Rogers noted. The last increase in the level of financial support was in 2004.

He said that this year for the first time a modest registration fee has been required, primarily to assure that kids who register for classes actually participate. "We don't think that (a small registration fee) is going to be an obstacle," Rogers said. "We've not heard anything negative about charging. Registration has been good."

The promotional fund is aimed at boosting incoming traffic to the county for exhibits, performances, and the new farmers' market which Arts Place is hosting.

Rogers said a recent study indicated that out-of-county visitors would spend an average of more than $27 per person per visit, going to restaurants, shopping or buying fuel. "These people have a tremendous impact on the overall economy, and we want to build those numbers," he said.

Commissioners urged Rogers to seek support from the city of Portland as well.

"We really would like the city of Portland to be a partner, but we haven't been able to generate any significant traction on that," said Rogers.

In other business, the commissioners:

•Approved drainage plans for the new Redkey Faith Ministries Church to be built north and east of Redkey's industrial park, while acting as the county drainage board.

•Approved payment of $1,235.91 to Creek Run LLC, Montpelier, for further work with the Indiana Department of Environmental Management related to underground storage tanks that were removed at the Jay County Jail.

•Agreed to have the county engineer look into the need for guard rails along a section of county road 600 South west of Redkey, where the side ditches are deep and there is little shoulder on the road.
