Ind. 26 hearing set Wednesday (8/30/04)
Will focus on stretch from Hartford City to Ind. 1
The Indiana Department of Transportation will hold a public hearing to discuss the proposed reconstruction of 10.08 miles of Ind. 26 from the east city limits of Hartford City to Ind. 1, located in Blackford and Jay counties.
The hearing will be held Wednesday at 6 p.m. in the Blackford High School cafeteria, 2392 North Ind. 3, Hartford City.
The purpose of the hearing is to give interested individuals an opportunity to learn more about this proposed project, review current design plans and to make comments on this proposal. INDOT officials strongly encourage the public to attend, according to an INDOT press release issued today.
INDOT officials and representatives from Woolpert Consultants, the consultant firm working on the project, will be on hand to answer questions.
The project will include a combination of resurfacing and reconstruction, primarily along the existing alignment of Ind. 26, and upgrading the geometric and safety features. The work also will include a bridge replacement over Mud Creek, which is approximately 1.9 miles east of Ind. 167.
The replacement of 10 large culverts at various locations along Ind. 26 and on county roads also is planned. In addition, several existing small pipes under the road will be replaced with culverts about 36 inch in size.
The existing roadway in Blackford County consists of two approximately 12-foot lanes striped at about 11 feet wide with about three-foot aggregate shoulders on each side.
The minimum total existing right-of-way width is 80 feet, but varies throughout, INDOT states.
In Jay County, the existing road consists of two nine-foot asphalt travel lanes with aggregate shoulders measuring about three feet on each side. The total existing right-of-way width is only about 35 feet.
INDOT reported the current pavement throughout the project area is in generally fair to poor condition with several minor cracks present throughout and rutting in the wheel lanes for both directions. The present vertical alignment does not meet a 55 mph design speed, and the current horizontal alignment has substandard curvature in various areas along Ind. 26.
The estimated costs of the project will be $600,000 for preliminary engineering; $1,958,000 for right-of-way; and $9,532,000 for construction, which totals $12,090,000.
Due to the magnitude of the project, maintaining through traffic during the construction period is not practical, INDOT officials said. Detours will be used to maintain traffic. An official state detour will be provided for truck traffic on Ind. 3, Ind. 18 and Ind. 1. A local detour will be established for all other traffic along the various county roads in the project area.
