Letters to the Editor

To the editor:

The city government is divided into four branches: Executive, legislative (council), fiscal (clerk) and judicial (city court). In addition, there are four statutory boards consisting of the police pension board, firefighter pension board, aviation commissioners board, and the department of buildings (a 50-50 inter-local agreement with the county). (IC 36-4-5-1)

The executive branch consists of the mayor and board of public works and safety. This board shall be the chief administrative body of the city and control the following executive departments: Police, fire, street and utilities.

The legislative branch consists of the common council and shall have the exclusive authority to adopt ordinances and appropriate tax monies received by the city (IC 36-4-6-1).

The clerk shall be the clerk of the council and shall perform the duties prescribed in IC 36-4-10. The clerk-treasurer shall also furnish space in this office for administration and records of the city utilities.

The judicial branch is the city court, headed and operated by the city judge (IC 33-10-1-1-3).

Portland employs 63 people as follows: Water department 8, sewage department 12, street department 11, police department 17, fire department 8, clerk's office 3; mayor, clerk, court clerk and mayor's secretary 4.

Property tax money pays wages as follows: Street department 100 percent; police 100 percent; fire 100 percent; mayor 60 percent; clerk 60 percent; mayor's secretary 50 percent.

Utilities pay wages as follows: Water department 100 percent; sewage department 100 percent, mayor 40 percent; clerk 40 percent; clerk's office employees 100 percent.

(Note: The mayor's secretary receives 50 percent of her pay from the housing authority).

The total receipts or income for the city for 2006 was as follows:

Property tax: $2,331,573, which is budgeted by the city council.

Total city income received by the city, including property taxes: $8,132,031.

City income other than property taxes: $5,800,456.

Thus, income is 40 percent property taxes budgeted by the council and 60 percent is other miscellaneous funds from multiple sources.

To the editor:

Ray Cooney is indeed a fine asset to The Commercial Review.

With his camera he captures not only sports events. His images reveal the human effort to compete and excel.

Jay County's young athletes are fortunate to have him watching and clicking the shutter at that opportune moment.
