Lica will get contract for sewer work (05/14/07)

Costs for the construction of a sewer line southwest of Portland will be nearly $300,000 less than engineer's estimates.
Jay County Commissioners today heard county engineer Dan Watson say that Commonwealth Engineers, Indianapolis, recommend awarding a contract to Lica Construction Corp. at a cost $259,688.43.
The cost of the project was estimated at $536,990.
Watson said the Lica bid, one of six submitted for the project, met all the project specifications, and commissioners agreed to enter into a contract with Lica.
The project includes extending a sewer line for the Poet Biorefining - Portland ethanol plant. Poet will be constructing the line to a site on the north side of the Salamonie River and the county will then be extending the line along county road 150 South to Blaine Pike where a lift station will carry sewage to the Portland wastewater treatment plant.
Watson said it is hoped the project can get underway as soon as possible, but he said his department is still awaiting permits from Indiana Department of Management (IDEM) which he hoped would be received this week.
"We can't proceed until we get the permits," Watson told commissioners Gary Theurer and Faron Parr. Milo Miller Jr. was not present for today's meeting.
Meeting as the drainage board, commissioners today also approved the drainage plans for the Holiday Inn Express hotel.
The project, which has been in the works for the past couple of years, will be located on the north side of West Votaw Street, west of the Wal-Mart Supercenter. It is being developed by former Portland resident Scott Daniels.
Jay County Surveyor Brad Daniels, who is the brother of Scott Daniels, told the board that he had Larry Owen, Wells County surveyor, look over the proposed drainage plans for the project.
"I had an outside person review the plans because of my involvement," Daniels told the board.
According to the plans, a pond at the northeast corner of the property - the former home of Dr. Eugene and Jane Gillum - will adequately serve as a retention pond for the project. Any other surface water will flow into the Wehrly Ditch that flows near there.
The board also made Daniels the purchasing agent for a new excavator for the surveyor's department. The contract was awarded for low bid of $92,972 from McDonald Case.
That cost includes about $30,000 for the trade-in of the current excavator, Daniels said.
Daniels told the board he will be looking at various financing plans to purchase the equipment and will report back to the board.[[In-content Ad]]
