Local input on time zone to be heard (8/15/05)

Commissioners seeking input; to hold hearing

Federal officials want input from county commissioners in Indiana on time zone preference.

And Jay County Commissioners want input from you.

The commissioners, who all said this morning they are strongly in favor of remaining in the Eastern time zone when the observance of Daylight Saving Time begins in 2006, will hold a running public hearing on the issue Monday, Sept. 12, from 10 a.m. to noon and 1 to 2 p.m.

“Do we want to be a voice in this?” Commissioners’ president Milo Miller Jr. asked fellow commissioners Gary Theurer and Faron Parr.

“We should stay on Eastern,” Theurer replied.

Besides the public hearing Sept. 12, members of the public wishing to have input may send a letter to Jay County Commissioners, Jay County Courthouse, 102 Court St., Portland, IN 47371, or e-mail comments to [email protected].

Miller said he expects sentiment to run heavily in favor of staying in the Eastern time zone, which would leave Jay County on the same time as Ohio year-round.

“Ninety-nine point nine percent of them want Eastern,” said Miller.

A letter from the United States Department of Transportation, which makes decisions on time zone issues, said the agency will decide whether to hold hearings of its own in counties requesting a time zone change.

Also this morning, the commissioners learned that the task of finding members to serve on a proposed regional sewage district board might be a little trickier than they first thought.

The commissioners have petitioned the state to create the district, which would have the authority to find solutions and funding for problems with failing sewage disposal systems in unincorporated areas of the county — especially those where houses are grouped closely together.

Whether the sewage district board members are paid or not, the position is considered lucrative under Indiana law, meaning that virtually no elected official may serve in the position.

The commissioners had planned to appoint one of their three members, along with a county councilman and at least two township trustees.

“We only needed two a minute ago. Now we need six,” said Miller, who said he was approached several months ago by someone interested in serving on the district board.

Miller said he wanted to have input in the initial structure and rules of the district.

“If someone’s just put in a new (septic) system and (the district puts) a line across the front of their property, I don’t want (the district) telling that guy he’s got to hook up ... I don’t want to inflict problems on someone who doesn’t have one,” Miller said.

Also this morning, the commissioners received a cost estimate from Commonwealth Engineers Inc. for preparing detailed plans for the regional sewage district.

The estimate was delivered by Commonwealth representative Wayne Bailey, who resigned in June as Jay County Community Developer.

The commissioners declined to disclose the proposed amount, saying they expected estimates from several other firms.[[In-content Ad]]
