More teachers to be hired

Grant increase will up staffing levels for Jay Schools

The Jay School Corporation will receive an additional $160,000 this year through Title I funds.

A total of $690,872.40, up from approximately $530,000 the corporation received in 2003, will be distributed to programs at Pennville, Judge Haynes, East, Redkey and Westlawn Elementary schools.

“This is a significant increase in (Title I) dollars from past years,” Jay Schools superintendent Barbara Downing said this morning.

To qualify for Title I funds, these schools must have students that meet federal poverty guidelines. According to the corporation’s grant application, more than 39.26 percent of the students who attend those schools are currently below the poverty level or are homeless.

The grant, will be used for Reading Recovery programs, extended day kindergarten at all of the elementaries, an existing teacher mentor coach at Westlawn Elementary, an existing English as a Second Language instructional assistant at Judge Haynes and East elementaries and staff development. Also funded will be parent programs, individual tutoring, tutoring at the Youth Opportunity Bureau and help for homeless children in the corporation, program administrator Larry Wilson explained to the Jay School Board Monday.

Title I grants are federal funds passed down to the schools through the state, Downing said.

Also Monday, board members received the 2005 school corporation budget of $29,340,398. This budget is down $102,429 from this year’s budget of $29,442,827.

The estimated tax rate would be about $1.67 per $100 of assessed valuation — up from this year’s rate of $1.44.

According to information from Jay Schools business manager Brad DeRome, the 2005 general fund is balanced and revenues are expected to exceed expenses by $5,965.

The budget covers all expenses for the school corporation including salaries, benefits, contract services, supplies, equipment, and other costs, DeRome said.

Budget revenue will be raised from grants, local property taxes, state revenues and other sources.

The board also unanimously approved advertising the budget in The Commercial Review and The News & Sun on Wednesday, Aug. 11 and Aug. 18.

A public hearing on the budget will be held Monday, Aug. 23, during a regular board meeting, which begins at 6 p.m. Board members are set to adopt the budget on Monday, Sept. 20.

In other business, board members:

•Added Welding I and Welding II to the Jay County High School vocational programs.

One student is planning to attend these classes at Bellmont High School in Decatur, Downing reported.

•Accepted a resolution to participate in a new program for Public Employees Retirement Fund members.

Recent changes in IRS rules will allow PERF members, who have been in the program for at least five years, to pay into an annuity savings account, according to information from DeRome.

•Approved the rehiring of Jennifer Crum as a music teacher at JCHS, General Shanks and Bloomfield Elementary schools.

•Approved a medical leave request for Ed Geesaman, an East Jay Middle School custodian.

•Approved a recommendation to hire Julie Szymczak as a JCHS guidance counselor, Krista Muhlenkamp as a JCHS English teacher and Anita Childers as a JCHS Temporary Alternative Placement instructional assistant.

•Accepted extracurricular recommendations including Tom Ferguson as JCHS varsity girls’ golf coach, Ed Wellman as JCHS assistant boys’ soccer coach, Tad Feaster as JCHS assistant varsity football coach, Robert Minch as JCHS freshman football coach and Ed Geesaman as JCHS assistant volleyball coach.

•Accepted an extracurricular resignation from J. Tyler Caldwell as JCHS freshman girls’ basketball coach.

•Authorized field trips by the JCHS chapter of Future Farmers of America to the National FFA Convention in Louisville, Ky. from Oct. 26 to 30 and the FFA poultry judging team to the National FFA Judging Contest in Louisville, Ky. from Nov. 16 to 19. Transportation for six band/football team members who were picked up from band camp in Oxford, Ohio to return to football camp on Aug. 4 also was approved.

•Granted requests for the use of school corporation buses from the Jay County Public Library for orientation of kindergarten and first grade students on Monday, Aug. 16, the First Baptist Church for a trip to the U.S. Air Force Museum on Wednesday, Aug. 11 and the First Baptist Church for a trip to the Fort Wayne Zoo on Thursday, Aug. 19.[[In-content Ad]]
