Neighbors hope to halt project (5/13/04)

On May 6, the Portland Planning Commission heard a petition to rezone 960 Boundary Pike from a R-8 to R-10. By rezoning to R-10, contractor Jeremy Bullard could build multiple duplexes.

Jason Bullard, spokesman for Jeremy Bullard, has proposed to build four duplexes and a 16-car cement parking lot with one-way entrance and exit drives at 960 Boundary Pike.

A total of fourteen neighbors (and two neighbors represented by letter) were in attendance to oppose the petition. Opposition stated traffic generated by General Shanks Elementary School, aesthetic value of four two-story apartments, multiple families in a small lot (possibility of exceeding 32 people in those apartments) and parking problems were among just a few presented.

Planning commission member Glen Bryant asked what type of trees would be planted. Vicki Tague asked for clarification, once the change was made from R-8 to R-10, could Mr. Bullard do anything he wanted. The answer was yes, he could if the petition was granted he could proceed as he wished.

It was noted that with Heather Park Apartments adjacent to 960 Boundary Pike, this was already a busy area with many homes.

But none of that mattered. Our home values did not matter. When asked of Jason Bullard if he would like this by his home, he stated clearly, no. So why did the planning commission vote 5-3 to grant this petition? Glen Bryant stated that we need more people to come to Portland, so we need more housing. Condos would invite more people to live in Portland. The homes to be built are not condos.

What about us? Most of us have lived here all of our lives, we pay taxes on our homes, we take pride in our homes, but none of that mattered. New people to Portland mattered more. Bullard noted he would be charging $375 to $400 for rent and he could see executives renting.

Portland, A Place to Grow. For who? Do taxpayers really have rights? Was this meeting just a formality? Was the decision to rezone made before the meeting? The decision is now in the hands of the city council. We, as members of the neighborhood, would appreciate this rezoning being denied. We would like all Portland residents to drive by 960 Boundary Pike and imagine four two-story duplexes, a 16-space cement parking lot and two driveways on this lot. Would you want this beside your home?

The neighbors would like to thank Eldon Miller, Judy Aker and Jim Sanders for voting against this petition at the planning commission meeting on May 6. We hope that the city council members do the same. We would also appreciate any interested persons attending the city council meeting on Monday, May 17 at 7 p.m. at the Portland Fire station to show your support for not making this change.
