New drive-up set at city hall (11/5/03)

Payment window will be replaced

Replacing the drive-up payment window at city hall was approved Tuesday by the Portland Board of Works.

“We have been having trouble with our drive-up window which was purchased ... in the early 1980s,” Portland Clerk-Treasurer Barbara Blackford said following Tuesday’s meeting.

Board members accepted a $9,722 quote from Dibold of Franklin to replace the window and install a drive-up after hours drop box near the new window.

Dibold has been servicing the window and a representative of the company recently told city officials that it was getting more difficult to find parts to repair the window.

Work to replace the window is set to start in about three to four weeks, Blackford said.

Also, board members learned that the city’s health insurance premiums will increase 5.8 percent for 2004. Rates increased approximately 15 percent for 2003, Blackford said this morning.

“That’s a big difference,” she added.

The rates will take effect on Jan. 1.

Also Tuesday, board members approved the purchase of a $11,279 portable air compressor from Brandeis of Indianapolis. The compressor will be used by the city’s water department.

A second quote of $11,950 was received from Northern Indiana Air Center, Fort Wayne.

In other business, Bill Milligan, Jay/Portland Building and Planning administrator presented board members with a sample of a neighborhood preservation ordinance.

The sample ordinance contains standards for upkeep and maintenance of residential and commercial properties.

The document is a combination of guidelines from the International Property Maintenance Code and an ordinance used in Goshen.

Board members decided to forward the document to city attorney Bill Hinkle for review before board members present the ordinance to Portland City Council for consideration.

Also, board members granted a $91.41 sewer adjustment to Linda Shull, 709 W. Arch St., Portland.

Shull had a water leak at her home between the foundation and water meter.[[In-content Ad]]
