New tile causing problems (5/9/05)
Commissioners can't find quick solution

Hooking a newly-tiled field in southern Jay County into a county main that isn’t working properly has created a problem the county drainage board isn’t sure how to resolve.
Jay County Commissioners, meeting this morning as the drainage board, discussed an issue that Commissioner Gary Theurer said he was contacted about recently.
Theurer said he was contacted by the owner of farm ground at the northeast intersection of county roads 800 South and 400 West in Jefferson Township. The area is in the Ross and Days Watershed.
The farmer, Roger Rose, said tile in the field was run in three different directions, with the southeast-flowing tile hooked into a tile near the intersection of county roads 400 West and 800 South.
The problem? That tile, said Jay County surveyor Brad Daniels, “is junk.”
The commissioners and Daniels said it is a common problem, with land owners connecting new tile into tile that isn’t functioning properly.
“These guys doing the ditching need to be more cooperative with the surveyor,” Commissioner Milo Miller Jr. said this morning. “If we know in advance (before the tile is connected), we can go check it out.”
The natural flow of the water is to the west, but a side ditch on the north side of county road 800 South flows into a pond before it gets to a small creek. The owner of the pond, which is located less than 20 feet from the road surface, has said he does not want any more water flowing into the pond.
Possible solutions to getting rid of the water in the area, the commissioners and Daniels agree, include running a new tile to the creek to the west, or running a new tile to the north along county road 400 West and out-letting into a creek.
Also this morning, the commissioners discussed, but still made no decision on, the purchase of a new bulldozer for the surveyor’s department.
Daniels said this morning that a lease with a buyout option would cost slightly more than an financed lease-purchase — especially if a substantial down-payment was made.
The commissioners, who have discussed the issue for several months, tabled action.[[In-content Ad]]
